Dear Ladies and Gentelmen,
 
The Afghan people have suffered so much from the consequences of war for 40 years. They long for a
lasting peace. But chaos currently reigns. We want to see law and order restored. We want the
Taliban to support the Afghan state so that order can be established. This will require the Taliban to
cut all ties with terrorist groups such as Al-Qaeda, IS, etc.
To establish law and order, our suggestion is making use of 4,000 to 5,000 integrated Taliban members on the above-mentioned condition
to support the afghan state in overcoming the aforementioned task.
They will wear some kind of uniform and receive monthly wages like security forces. They will get barracks for their
training in Afghanistan.
Afghanistan has 34 provinces. In the larger, more populated provinces like Kabul, 250 Taliban
members would be deployed; between 100 and 250 would be sent to the smaller provinces. Each
province will get a Taliban commander. But the Taliban will not be allowed to act independently. They
will be subject to the instructions of the Afghan state as commander in chief.
The Taliban will receive operational rules specifying their tasks. Their duties will include
investigating men for such crimes as murderer, felony, larceny, drug making and trafficking, child
molestations, etc., and bringing them to justice. They will also be tasked with protecting natural
resources and carrying out aid projects. We would like to point out that we will not hand over a
whole province such as Helmand or any other province to the Taliban.
The Taliban will not have police power over women and will not be allowed to interfere in these
matters. The Afghan state is solely responsible for this. Afghan women have suffered greatly over the
past 40 years. They were often victims of abuse and violence. We want equal rights for women and
men in Afghanistan.
The Afghan police will continue to do their job maintaining order and security in the country.
