نړۍ د نړیوال تروریزم له زیاتېدونکي ګواښ سره مخامخ ده، چې ریښې یې زیاتره د دولتونو له ملاتړ او د مشخصو کړیو له قصدي ستراتیژیو سرچینه اخلي. په دې تړاو، باید د پاکستاني جنرالانو او د دې هېواد د جنایتکارو دیکتاتورانو رول په ژوره توګه وڅېړل سي
په حقیقت کې، هغه جنرالان چې په جګړهییزو جنایتونو کې ښکېل دي او د پاکستان جنایتکاره دیکتاتوران د ګڼو تروریستی ډلو تر شا اصلي عاملان دي. دوی د کلونو راهیسې مختلفې ترهګرې ډلې روزي او د خپلو سیاسي او اقتصادي ګټو لپاره یې کاروي، چې د داعش-خراسان ترهګر هم د هغو ډلو څخه یوه ډله ده. د دغو اړیکو یو مثال د پاکستان د پخواني بهرنیو چارو وزیر بلاول بوټو زرداري څرګندونې دي، چې د ۲۰۲۳ کال د فبرورۍ په ۱۸مه یې د مونیخ د امنیتي کنفرانس پر مهال کړې وې. هغه وویل، چې په افغانستان کې طالبان د داعش ترهګرو په وسیله کنټرول کېدای سي. دا څرګندونه روښانه کوي، چې د پاکستان جنایتکار واکمنان په فعاله توګه ترهګر روزي او نورو هېوادونو ته یې استوي
سربېره پر دې، داسې شواهد سته چې د ۲۰۰۱ کال د سپټمبر د ۱۱مې برید د پاکستان د پوځي استخباراتو (آی ایس آی) له خوا څخه طرحه سوی وو. پاکستان اټومي وسلې لري، چې د نړیوال امنیت لپاره یو ستر ګواښ دی. د دې هېواد فاسدو جنرالانو او واکمنانو د کلونو راهیسې د انارشۍ او بېقانونۍ سیاست پر مخ وړی دی
دا خبره مه هېروئ، چې په اروپا او نورو هېوادونو، په ځانګړي ډول آلمان (مانهایم، اشافنبورګ او برلین) کې ترسره سوي ترهګریز بریدونه د پاکستان د نړیوال تروریزم غیرمستقیمې پایلې دي. که دا د چاقو بریدونه وي او که پر عامو خلکو د موټر په واسطه بریدونه وی، د دغو حملو تر شا د هغه شبکو لاس دي، چې د پاکستان لهخوا تمویلیږي.
د دې جدي ګواښ پر وړاندې، موږ له ټولو ګډونوالو او د نړیوالې ټولنې له استازو څخه غوښتنه کوو
پاکستان باید له خپلو اټومي وسلو بېوسلې سي، څو د یوی نړیوالی فاجعی مخه ونیول سي
د پاکستان او د هغه د پوځ لپاره باید ټول مالي ملاتړ بند سي، ترڅو د ترهګرۍ تمویل پای ته ورسیږي
پر پاکستان باید بندیزونه ولګول سي. د پاکستان جنرالان او جنایتکاره دیکتاتوران باید د قانون منګولو ته وسپارل سي، ځکه چې دوی تروریزم د خپلو ګټو لپاره کاروي
نړیواله ټولنه باید قاطع اقدامات وکړي، ترڅو نړیوال امنیت وساتل سي او د پاکستان تر دولتي ملاتړ لاندې تروریزم باید وځپل سي

To the Participants of the Munich Security Conference,
To the Representatives of the International Community,
Ladies and Gentlemen,
The world is facing a growing threat from international terrorism, whose roots often lie in state-sponsored support and the deliberate strategies of certain actors. In this context, it is crucial to closely examine the role of Pakistan’s generals and the criminal dictators of this country. In reality, the Pakistani generals involved in war crimes and the country’s criminal dictators are the driving forces behind numerous terrorist groups. For years, they have been training various terrorist organizations and using them for their own political and economic interests—including IS-Khorasan terrorists.
A alarming example of these connections is the statement made by former Pakistani Foreign Minister Bilawal Bhutto Zardari during the Munich Security Conference on February 18, 2023. He declared that the Taliban in Afghanistan could be fought with the help of IS terrorists. This remark clearly demonstrates that Pakistan’s criminal rulers actively train terrorists and send them to other countries.
Furthermore, there are indications that the terrorist attack of September 11, 2001, was already co-planned in advance by the Pakistani military intelligence agency, ISI. Additionally, Pakistan possesses nuclear weapons, posing a significant threat to international security. The corrupt generals and rulers of the country have practiced anarchy and lawlessness in Pakistan for years.
Please do not forget that numerous terrorist attacks in Europe and other countries—including in Germany, such as in Mannheim, Aschaffenburg, and Berlin—are indirect consequences of Pakistan-sponsored international terrorism. Whether knife attacks or deliberate vehicle attacks on crowds—many of these acts are linked to networks supported by Pakistani structures.
In light of this severe threat, we appeal to all participants of the Munich Security Conference and the representatives of the international community to:
- Disarm Pakistan of its nuclear weapons to prevent a global catastrophe.
- Cease all financial support to Pakistan and its military to cut off funding for terrorism.
- Impose sanctions on Pakistan to hold the regime accountable.
- Prosecute the responsible generals and criminal dictators for deliberately instrumentalizing terrorism for their own interests.
The international community must take decisive action to ensure global security and combat state-sponsored terrorism from Pakistan. With an urgent call for immediate action, we remain
