Dear Sir or Madam,
We have learned through the media that the European Union intends to invite representatives of the Taliban regime to Brussels in the coming weeks to hold discussions on the return of Afghan refugees.
The situation in Afghanistan is catastrophic and deeply alarming in many respects. Both the security conditions and the threats to people’s lives remain severe. In addition, there are serious human rights violations and a devastating economic crisis. For nearly five decades, the country has been marked by continuous conflict. The Afghan people are not to blame for this situation; rather, external actors and countries have also contributed to the current circumstances. The people of Afghanistan have suffered grave injustices, and their fundamental rights have repeatedly been denied.
Against this background, we call for Afghan refugees to be allowed to remain in the countries of the European Union until stable and lasting peace, as well as reliable living conditions, are ensured in Afghanistan.

Some Voices Call for Dialogue to Resolve the Conflict between Afghanistan and Pakistan
Dear Sir or Madam,
It is sometimes argued that the conflict between Afghanistan and Pakistan should be resolved through dialogue. We would like to present our position on this matter.
We do not claim Pakistan’s rights, but rather the rights of our own country, Afghanistan. Our goal is to protect our people across the Durand Line – a border which unjustly divided Afghan territory and the Afghan people. We are committed to freeing this population from oppression, violence, torture, unlawful arrests, enforced disappearances, and all forms of tyranny imposed by Pakistan’s dictators.
Furthermore, we assert the right to reunite our people and our historic territory, including Balochistan and Pashtunkhwa. The people on both sides of the Durand Line belong to one Afghan nation – to a united Greater Afghanistan.
In the conflict between Afghanistan and Pakistan, the Afghan people bear no responsibility. Afghanistan has not attacked Pakistan; instead, we are subjected to attacks on our territory. Pakistan has, over decades, trained more than 30 terrorist groups, including the so-called IS-Khorasan. These groups are deployed in Afghanistan and other countries with the support of the military intelligence service ISI to create unrest. Meanwhile, Afghanistan has been unjustly blamed and scapegoated for more than 50 years.
The regime of Pakistan’s military dictators imposes conditions that are unacceptable to Afghanistan:
First, Pakistan demands recognition of the Durand Line as the official border. We cannot and will never accept the division of our Afghan people and territory caused by this line. We therefore reject this demand outright.
Second, Pakistan demands that Afghanistan sever its relations with India. India, however, has been a reliable partner and a good friend of Afghanistan for centuries, repeatedly providing humanitarian assistance without expecting anything in return. We reject this demand as well.
Third, Pakistan requires Afghanistan’s foreign policy to be under its influence. This violates our sovereignty and is therefore explicitly rejected.
Fourth, Pakistan demands the cession of the Wakhan Corridor. We make it unambiguously clear that we will not give up any part of our territory – not a single inch.
Fifth, Pakistan envisions Afghanistan maintaining only a very limited army of no more than 60,000 soldiers. We categorically reject this demand.
Sixth, Pakistan seeks to prevent Afghanistan from building a dam on the Kunar River. The Kunar is our river. We will not allow ourselves to be forbidden from constructing a dam in our own country on our own river. This demand by Pakistan is entirely unacceptable, and we categorically reject it.
Seventh, Pakistan is attempting to arrogate to itself the right to decide over Afghanistan’s natural resources and to determine with whom related contracts may be concluded. This, too, is an outrageous demand that we will under no circumstances accept, and we firmly reject it.
There are also additional unreasonable and naive demands from Pakistan, which we consider unacceptable and therefore reject entirely.
Afghanistan is a free and independent country. We insist on determining our internal, foreign, and security policies independently. Pakistan’s dictators, on the other hand, attempt to destabilize Afghanistan and bring it under their influence.
At the same time, we emphasize that we harbor no hostility toward the peoples of Sindh, Punjab, or Kashmir. We respect these people. However, we believe that actual power in Pakistan does not lie with the parliament but with military generals, making it a nominal parliament. Critics who raise their voices to defend their rights – whether journalists, activists, politicians, or intellectuals – are persecuted, abducted, arrested, tortured, murdered, or disappear without a trace and are thus silenced.
Over the past 20 years, Pakistan has conducted more than 700 attacks on Afghanistan, including the use of grenades, rockets, anti-tank weapons, and indiscriminate airstrikes. Many of these attacks hit residential areas, business districts, and civilians, killing numerous innocent people. In many cases, people – including children and women – were bombed in their sleep at night. In other cases, women were killed while performing household tasks such as washing or cooking, and children while playing. Civilians traveling by car were fired upon. Even youths gathering in a house after a cricket match were shot.
On the other side of the Durand Line, in Pashtunkhwa and Balochistan, the cycle of violence continues under the command of military generals. Bombings, targeted killings, massacres, arrests, and torture also occur there. Intellectuals, activists, or politicians who speak up to demand their rights are arrested, tortured, murdered, or disappear without a trace.
Since February 21, 2026, we have observed a renewed increase in attacks on various Afghan cities, including Khost, Kabul, Kandahar, Paktia, Paktika, Nangarhar, Kunar, and Nuristan. Many civilians have been killed or injured.
We cite the following incidents as examples:
- On February 21, 2026, Pakistan’s tyrannical forces carried out an indiscriminate bombing in Behsud district, Nangarhar province, Afghanistan, wiping out the family of 8-year-old Noor Alam. Seventeen members of Noor Alam’s family were killed, several others were injured, their home was completely destroyed, and a small vehicle used for firewood transport was obliterated.
- On February 26, 2026, in the Dand-i-Pathan district of Paktia province, four civilians, including children, were killed and 16 others were injured in attacks from Pakistan.

- On March 7, 2026, a bazaar in Torkham was attacked, destroying and burning more than 150 shops and their goods.
- On March 12, 2026, in the Pul-i-Charkhe neighborhood of Kabul city, four civilians were killed and 14 others, including children and women, were injured in attacks from Pakistan.
- On March 13, 2026, at least three children and a woman were killed in Khost, with several others injured.
- On March 16, 2026, Pakistani war criminals carried out further indiscriminate airstrikes on multiple Afghan cities, including Khost, Kunar, and the capital Kabul, hitting a hospital treating sick civilians. According to media reports, over 465 people were killed and about 265 others injured, including children and women. Medical facilities in Kabul are overwhelmed by the large number of casualties.
- On March 19, 2026, an Afghan female doctor and her four-year-old son were killed by rocket fire while traveling from Kunder to Nuristan on the first day of the religious holiday Eid-ul-Fitr.
Pakistan’s attacks – as mentioned only partially above – have been occurring multiple times daily in several provinces of Afghanistan since February 21, 2026.
Many human rights organizations, including UNAMA and Amnesty International, have repeatedly reported that Pakistan has killed innocent civilians, including children and women, in its attacks in Afghanistan. Pakistan ignores these reports and shows no interest in addressing them.
Through its numerous attacks, Pakistan has not only killed and injured many innocent Afghan civilians but has also violated our airspace, thereby acting in clear violation of international law. We demand the immediate cessation of all Pakistani attacks on Afghan territory, including bombings by aircraft and drones, as well as rocket, grenade, and anti-tank attacks.
We call for the reunification of our divided people and territory and for a free and independent Greater Afghanistan. As long as political power in Pakistan remains in the hands of military generals, we see no basis for normalizing relations. Consequently, we have reduced our trade relations with Pakistan to zero. Improvement in relations will only be possible once political power is transferred from the military generals to the parliament, democratic structures in Pakistan are strengthened, and the country attains a liberal government.
Furthermore, we criticize the international community, including the European Union and the International Criminal Court in The Hague, for having largely ignored Pakistan’s violations of international law. On March 17, 2026, we submitted a petition to the United Nations, the International Criminal Court in The Hague, and the European Union, hoping that the responsible Pakistani war criminals will be held accountable in court.

Shia and Sunni communities in Afghanistan and Pakistan are like brothers and should extend a hand to one another in unity, working together to drive the English and their slaves out of this region.

We strongly condemn the massacre of civilians on April 10, 2026, in Injil district, Herat province.
Dear Sir or Madam,
It is with great shock that we learned from the media about the heinous act that took place on April 10, 2026, in Injil district in Herat province.
According to media reports, numerous civilians, including women and children, were on an outing in the region when armed attackers opened fire on these innocent people. More then 30 people were killed and 13 others injured in this brutal attack.
We strongly condemn this massacre of the civilian population. The Afghan people mourn deeply for the victims of this cruel act.
We wish the deceased the highest place in paradise. We extend our best wishes for a speedy and full recovery to the injured. Our sincere condolences and deepest sympathy go out to the families of the victims.
We call for financial support from the state in the amount of USD 5,000 per victim for the families of those killed, and USD 2,000 for each of the injured.
Furthermore, we urgently call on the responsible Afghan authorities to identify, arrest, and bring the perpetrators to justice as quickly as possible, so that they may be punished to the full extent of the law.
Individuals who provide useful information leading to the capture of the perpetrators should be rewarded with 300,000 Afghanis from state funds.

We, the people of greater Afghanistan, declare that Mr. Asim Munir, the military generals of the ISI, and the dictators of Pakistan are war criminals and terrorists.
Dear Sir or Madam,
Through the media, we have learned that Pakistan is making the following three demands of Afghanistan:
- Afghanistan should recognize the TTP group as terrorists.
- Afghanistan should destroy the TTP infrastructure in Afghanistan.
- Afghanistan should provide evidence that the above demands of Pakistan have been fulfilled.
These demands are nothing more than excuses. In this way, Pakistan has deceived the international community for many years with lies and tricks.
In our letter dated March 22, 2026, we already explained what demands Pakistan has made of Afghanistan and what our responses are.
In reality, the TTP are not terrorists. Pakistan’s terror army has been committing genocide on both sides of the Durand Line for several years. As a result, many innocent people—including infants, women, and the elderly—have been killed. The family members of these victims have fled to the mountains out of fear of Pakistan’s terror army. They have retreated there to defend themselves and to liberate their people and future generations from Pakistan’s terror army. Pakistan claims that these people are TTP terrorists. However, the Afghan people call them “the lions of freedom.”
The ISI office in Pakistan is a center of terrorist operations that has trained more than 30 terrorist groups, including ISIS-Khorasan. These groups are sent to Afghanistan, India, and other countries to carry out terrorist attacks and create instability. Mr. Asim Munir and his generals are 100% war criminals and terrorists.
We address the people of Sindh, Punjab, and Kashmir, as well as the members of Pakistan’s parliament: As you know, Mr. Asim Munir, his generals, and the officers of the ISI serve as slaves to foreign interests. They betray Sindh, Punjab, Kashmir, and Afghanistan alike. Unite and free yourselves from the war criminal Asim Munir, his generals, and other terrorist dictators. Arrest them and hand them over to the International Criminal Court in The Hague.
After you have handed over Mr. Asim Munir, his generals, and the war criminal dictators to the International Criminal Court in The Hague, please inform the Afghan government.

Urgent Appeal to All Countries of the World for Humanitarian Immediate Aid to the Suffering Civilian Population in Afghanistan
Dear Sir or Madam,
On behalf of the affected people and in view of the escalating humanitarian situation in Afghanistan, we urgently appeal to the international community for immediate assistance. The country is currently facing an unprecedented combination of natural disasters and armed attacks by the war criminals of Pakistan, threatening the livelihoods of millions of people.
1. Devastating Natural Disasters
Since March 25, 2026, persistent heavy rains and flash floods have caused massive destruction in several provinces.
- Casualties: As of April 5, 2026, at least 77 people have died and 137 have been injured.
- Infrastructure & Agriculture: Approximately 2,500 homes have been completely destroyed. The loss of 5,400 hectares of farmland and over 1,000 livestock has deprived rural communities of their food supply.
- Additional Shock: An earthquake on April 4 in northern Afghanistan and Kabul claimed an additional 12 lives, worsening the suffering of the affected population.
2. Military Attacks by Pakistani War Criminals and Civilian Casualties
Since February 21, 2026, nearly daily attacks from Pakistan have occurred in nine Afghan provinces (Khost, Kabul, Kandahar, Paktia, Paktika, Nangarhar, Kunar, Nuristan, and Laghman). These include indiscriminate bombings and the use of various weapons—rockets, mortar shells, artillery, and drones—resulting in numerous civilian deaths and severe injuries, including infants, children, women, and the elderly.
- Civilian Losses: Bombings and heavy weapon attacks by the Pakistani military have so far killed 761 civilians and injured 626 others, including many women, children, and older people.
- Destruction of Civilian Facilities: The attacks have destroyed 1,140 homes, 13 schools, 3 clinics, and 34 mosques. Over 27,000 families have been rendered homeless due to these attacks.
3. Precarious Refugee Situation
The forced return and displacement of approximately 5 million Afghan refugees from Pakistan and Iran since 2023 has created an acute humanitarian crisis. Many of the affected people currently live without shelter, food, employment, or access to medical care.
Conclusion and Appeal
The combination of natural disasters, armed attacks from Pakistan, and mass deportations from neighboring countries has triggered a humanitarian catastrophe characterized by hunger, poverty, homelessness, disease, unemployment, and lack of access to medical care.
We urgently appeal to all countries of the world and international aid organizations to:
- Provide immediate humanitarian assistance (food, medical supplies, emergency shelters).
- Support the reconstruction of destroyed civilian infrastructure.
- Protect the civilian population from further humanitarian distress and suffering.
The people of Afghanistan rely on the solidarity of the international community in this dark hour. Any delay in assistance will cost more lives.

Dear Sir or Madam,
behind the Chinese stand the English and their hired slaves. Through the media, we have learned that a gathering, a so-called “Jirga,” is taking place in Peshawar. In reality, this assembly is backed by the Pakistani military intelligence agency, the ISI. Some participants have been misled, while others are being influenced through covert dollar payments as bribes.
We do not accept the so-called “Jirga” in Peshawar, nor do we accept mediation by China. We recognize only our rights and demand our rights.
The regime of military dictators in Pakistan is imposing conditions that are unacceptable for Afghanistan:
First: Pakistan demands recognition of the Durand Line as the official border. We can and will never accept the division of our Afghan people and our territory caused by this line. We firmly reject this demand.
Second: Pakistan demands that Afghanistan sever its relations with India. However, India has been a reliable partner and good friend of Afghanistan for centuries and has repeatedly provided humanitarian assistance without demanding anything in return. We reject this demand as well.
Third: It is demanded that Afghanistan’s foreign policy be placed under Pakistani influence. This contradicts our sovereignty and is therefore explicitly rejected.
Fourth: Pakistan demands the cession of the Wakhan Corridor. We state unequivocally that we will not give up any part of our territory—not a single centimeter.
Fifth: According to Pakistan’s vision, Afghanistan should maintain only a very limited army of no more than 60,000 soldiers. We categorically reject this demand.
Sixth: Pakistan is attempting to prevent Afghanistan from building a dam on the Kunar River. The Kunar is our river, and we will not allow anyone to forbid us from constructing a dam within our own country. This demand is completely unacceptable and is firmly rejected.
Seventh: Pakistan is attempting to claim the right to decide over Afghanistan’s natural resources and to determine with whom related contracts may be concluded. This is an outrageous demand that we cannot and will not accept under any circumstances.
As long as political power in Pakistan remains in the hands of military generals, we see no basis for the normalization of relations. Therefore, we have reduced our trade relations with Pakistan to zero. An improvement in relations will only be possible when power is transferred from the military generals to the parliament, democratic structures are strengthened, and the country adopts a liberal government.
We call upon the people of Sindh, Punjab, and Kashmir, as well as the members of the Pakistani parliament: wake up and raise your voices against the English and their hired slaves. Through peaceful struggle, free yourselves, your future generations, your parliament, and your judiciary from the English and their slaves.
We urgently call upon the United Nations, the International Criminal Court in The Hague, and the European Union to take into account and respect our letter dated March 22, 2026, and to hold the war criminals and dictators in Pakistan accountable.
After March 22, 2026, Pakistani generals and dictators have repeatedly carried out grenade, rocket, and mortar shell-attacks on Kunar. As a result, 17 civilians were injured, one child was killed, and more than 80 houses were destroyed. Some of these attacks took place at night, forcing children, women, and elderly people to leave their homes and remain outdoors in the rain until morning.
We ask the United Nations, the International Criminal Court in The Hague, and the European Union for justice.

Be cautious and do not be deceived by the misleading maneuvers and tricks of the English slaves. Act wisely.
On Pakistani television channels, instead of reporting on the real conflicts in Afghanistan and Pakistan, attention is diverted to other topics, thereby directing public focus elsewhere. At the same time, the attacks and bombings by the Pakistani military in Afghanistan serve to distract the Pakistani population from domestic political issues. Their political strategy is doomed to fail.
We address the people of Sindh, Punjab, and Kashmir, as well as the members of the Pakistani Parliament: Be vigilant so that you are not deceived again. Free yourselves, your parliament, your judiciary, and your future generations from the English and the slaves of the English. Drive the English out of this region.
To the Afghan people, we say: Remember that the slaves of the English have deceived us for decades with slogans such as, in Urdu, “Pakistan aur Afghanistan dono Muslim hain, aur dono bhai hain,” which means: “Pakistan and Afghanistan are both Muslim and brotherly nations.” Through such slogans, they have repeatedly deceived our people for decades, while simultaneously killing our children, women, and other innocent people. Some people propose convening a so-called “Loya Jirga” – a grand assembly for peace in Afghanistan.
We hold a clear position: Peace can only arise when you free your own people and territory from the English and the slaves of the English.
In our letter of March 22, 2026, we have already outlined the demands made by Pakistani war criminals, generals, and dictators to Afghanistan, and we firmly reject these demands. They are killers of children, women, and innocent people, and they must be held accountable.

Some Voices Call for Dialogue to Resolve the Conflict between Afghanistan and Pakistan
Dear Sir or Madam,
It is sometimes argued that the conflict between Afghanistan and Pakistan should be resolved through dialogue. We would like to present our position on this matter.
We do not claim Pakistan’s rights, but rather the rights of our own country, Afghanistan. Our goal is to protect our people across the Durand Line – a border which unjustly divided Afghan territory and the Afghan people. We are committed to freeing this population from oppression, violence, torture, unlawful arrests, enforced disappearances, and all forms of tyranny imposed by Pakistan’s dictators.
Furthermore, we assert the right to reunite our people and our historic territory, including Balochistan and Pashtunkhwa. The people on both sides of the Durand Line belong to one Afghan nation – to a united Greater Afghanistan.
In the conflict between Afghanistan and Pakistan, the Afghan people bear no responsibility. Afghanistan has not attacked Pakistan; instead, we are subjected to attacks on our territory. Pakistan has, over decades, trained more than 30 terrorist groups, including the so-called IS-Khorasan. These groups are deployed in Afghanistan and other countries with the support of the military intelligence service ISI to create unrest. Meanwhile, Afghanistan has been unjustly blamed and scapegoated for more than 50 years.

Third, Pakistan requires Afghanistan’s foreign policy to be under its influence. This violates our sovereignty and is therefore explicitly rejected.
Fourth, Pakistan demands the cession of the Wakhan Corridor. We make it unambiguously clear that we will not give up any part of our territory – not a single inch.
Fifth, Pakistan envisions Afghanistan maintaining only a very limited army of no more than 60,000 soldiers. We categorically reject this demand.
Sixth, Pakistan seeks to prevent Afghanistan from building a dam on the Kunar River. The Kunar is our river. We will not allow ourselves to be forbidden from constructing a dam in our own country on our own river. This demand by Pakistan is entirely unacceptable, and we categorically reject it.
Seventh, Pakistan is attempting to arrogate to itself the right to decide over Afghanistan’s natural resources and to determine with whom related contracts may be concluded. This, too, is an outrageous demand that we will under no circumstances accept, and we firmly reject it.
There are also additional unreasonable and naive demands from Pakistan, which we consider unacceptable and therefore reject entirely.
Afghanistan is a free and independent country. We insist on determining our internal, foreign, and security policies independently. Pakistan’s dictators, on the other hand, attempt to destabilize Afghanistan and bring it under their influence.
At the same time, we emphasize that we harbor no hostility toward the peoples of Sindh, Punjab, or Kashmir. We respect these people. However, we believe that actual power in Pakistan does not lie with the parliament but with military generals, making it a nominal parliament. Critics who raise their voices to defend their rights – whether journalists, activists, politicians, or intellectuals – are persecuted, abducted, arrested, tortured, murdered, or disappear without a trace and are thus silenced.
Over the past 20 years, Pakistan has conducted more than 700 attacks on Afghanistan, including the use of grenades, rockets, anti-tank weapons, and indiscriminate airstrikes. Many of these attacks hit residential areas, business districts, and civilians, killing numerous innocent people. In many cases, people – including children and women – were bombed in their sleep at night. In other cases, women were killed while performing household tasks such as washing or cooking, and children while playing. Civilians traveling by car were fired upon. Even youths gathering in a house after a cricket match were shot.
On the other side of the Durand Line, in Pashtunkhwa and Balochistan, the cycle of violence continues under the command of military generals. Bombings, targeted killings, massacres, arrests, and torture also occur there. Intellectuals, activists, or politicians who speak up to demand their rights are arrested, tortured, murdered, or disappear without a trace.
Since February 21, 2026, we have observed a renewed increase in attacks on various Afghan cities, including Khost, Kabul, Kandahar, Paktia, Paktika, Nangarhar, Kunar, and Nuristan. Many civilians have been killed or injured.
We cite the following incidents as examples:
- On February 21, 2026, Pakistan’s tyrannical forces carried out an indiscriminate bombing in Behsud district, Nangarhar province, Afghanistan, wiping out the family of 8-year-old Noor Alam. Seventeen members of Noor Alam’s family were killed, several others were injured, their home was completely destroyed, and a small vehicle used for firewood transport was obliterated.
- On February 26, 2026, in the Dand-i-Pathan district of Paktia province, four civilians, including children, were killed and 16 others were injured in attacks from Pakistan.

- On March 7, 2026, a bazaar in Torkham was attacked, destroying and burning more than 150 shops and their goods.
- On March 12, 2026, in the Pul-i-Charkhe neighborhood of Kabul city, four civilians were killed and 14 others, including children and women, were injured in attacks from Pakistan.
- On March 13, 2026, at least three children and a woman were killed in Khost, with several others injured.
- On March 16, 2026, Pakistani war criminals carried out further indiscriminate airstrikes on multiple Afghan cities, including Khost, Kunar, and the capital Kabul, hitting a hospital treating sick civilians. According to media reports, over 465 people were killed and about 265 others injured, including children and women. Medical facilities in Kabul are overwhelmed by the large number of casualties.
- On March 19, 2026, an Afghan female doctor and her four-year-old son were killed by rocket fire while traveling from Kunder to Nuristan on the first day of the religious holiday Eid-ul-Fitr.
Pakistan’s attacks – as mentioned only partially above – have been occurring multiple times daily in several provinces of Afghanistan since February 21, 2026.
Many human rights organizations, including UNAMA and Amnesty International, have repeatedly reported that Pakistan has killed innocent civilians, including children and women, in its attacks in Afghanistan. Pakistan ignores these reports and shows no interest in addressing them.
Through its numerous attacks, Pakistan has not only killed and injured many innocent Afghan civilians but has also violated our airspace, thereby acting in clear violation of international law. We demand the immediate cessation of all Pakistani attacks on Afghan territory, including bombings by aircraft and drones, as well as rocket, grenade, and anti-tank attacks.
We call for the reunification of our divided people and territory and for a free and independent Greater Afghanistan. As long as political power in Pakistan remains in the hands of military generals, we see no basis for normalizing relations. Consequently, we have reduced our trade relations with Pakistan to zero. Improvement in relations will only be possible once political power is transferred from the military generals to the parliament, democratic structures in Pakistan are strengthened, and the country attains a liberal government.
Furthermore, we criticize the international community, including the European Union and the International Criminal Court in The Hague, for having largely ignored Pakistan’s violations of international law. On March 17, 2026, we submitted a petition to the United Nations, the International Criminal Court in The Hague, and the European Union, hoping that the responsible Pakistani war criminals will be held accountable in court.

Financial Assistance for the Lion Soldiers
Dear Sir or Madam,
The highly criminal dictators of Pakistan have been unjustly carrying out attacks on Afghanistan for several years. They conduct aerial bombardments and deploy grenades, rockets, and Mortar shells, striking residential homes, clinics, shops, and innocent civilians, including children and women.
It is, of course, our right to defend our people and our country. Therefore, the Lion Soldiers of Afghanistan have resolutely defended their territory and their people.
We extend our deepest condolences to the families of the Lion Soldiers who have lost their lives as martyrs in the holy war for their territory and their people, and we wish them patience and strength. We pray that the deceased Lion Soldiers are granted a place in paradise. We also wish the injured a swift and full recovery.
The family of each Lion Soldier who has fallen in the defense of his country shall be granted financial assistance in the amount of USD 5,000 from the state treasury of Afghanistan. Wounded Lion Soldiers shall receive financial assistance in the amount of USD 2,000.

Financial Assistance for the Victims of the Barbaric Attacks by Pakistani War Criminals
Dear Sir or Madam,
Since February 21, 2026, there have been repeated, almost daily attacks by Pakistani war criminals and dictators on several cities in Afghanistan, including Khost, Kabul, Kandahar, Paktia, Paktika, Nangarhar, Kunar, Nuristan, and others. These attacks involve indiscriminate bombings and the use of various weapons, such as grenades, rockets, and anti-tank weapons, resulting in numerous civilian casualties, including infants, children, women, and the elderly, who have been killed or severely injured. The lives of innocent victims have been cruelly extinguished.
To give one example: On March 13, 2026, at least three children and one woman were killed in Khost, and three other people were injured. Similar incidents have since occurred repeatedly in several provinces of Afghanistan.
On March 16, 2026, Pakistani war criminals carried out further indiscriminate airstrikes on multiple Afghan cities, including Khost, Kunar, and the capital, Kabul. Among other targets, a hospital in Kabul, where sick civilians were being treated, was hit. According to media reports, more than 408 people lost their lives, and approximately 265 others were injured. Medical facilities in Kabul are completely overwhelmed due to the high number of casualties.
On March 7, 2026, a bazaar in Torkham was attacked, resulting in the destruction and burning of over 150 shops along with their goods.
We strongly condemn these brutal terrorist attacks by Pakistani war criminals and dictators, which have claimed the lives of innocent civilians, particularly children and women.
We extend our deepest condolences to the families of the victims and wish them patience and strength. We pray that the martyrs are granted the highest place in paradise. We wish the injured a speedy and full recovery.
All individuals who have fallen victim to the Pakistani attacks—whether through bombings from aircraft or drones, or through attacks with grenades, rockets, anti-tank weapons, etc., whether during the attack on the hospital in Kabul or in other provinces—shall receive financial assistance from the Afghan state treasury as follows:

The families of the deceased shall be paid 5,000 USD for each person killed.

Each severely injured person shall be paid 2,000 USD.

For each destroyed house, 3,000 USD shall be paid; for each destroyed shop, 2,000 USD; and for each destroyed vehicle, 2,000 USD.

Financial Assistance to Noor Alam and his Relatives
On February 21, 2026, Pakistani forces carried out a bombing in the Behsud district of Nangarhar Province, Afghanistan, which resulted in the destruction of the family of 8-year-old Noor Alam. In this incident, 17 members of Noor Alam’s family were killed, and several others were injured. Their home was completely destroyed and leveled to the ground due to the bombing. Additionally, a small vehicle used by the family for transporting firewood was also destroyed.
We strongly condemn this brutal terrorist attack carried out by Pakistani war criminals and dictators, who, through indiscriminate bombings, killed innocent civilians, especially children and women.
We extend our heartfelt condolences to the dear child Noor Alam and to those of his relatives who survived the airstrike, and we wish them patience and strength. We pray that the martyrs are granted the highest place in Paradise. We also wish the injured a full and speedy recovery.
From the state treasury, the relatives of Noor Alam should receive 5,000 USD for each martyr and 2,000 USD for each injured person. For the destroyed house, they should receive 3,000 USD, and for the destroyed vehicle, 2,000 USD.
As all members of Noor Alam’s immediate family, including sisters, brothers, and others, have been lost, Noor Alam should receive special support. A house worth 60,000 USD should be purchased in his name in Nangarhar, Kabul, or any other city in Afghanistan of his choosing. Noor Alam should be registered as the owner in the property deed. Until he reaches the age of 18, he will not be allowed to sell the house; however, once he turns 18, he will have full authority to decide on any potential sale.

Dear Sir or Madam,

Medical facilities in Kabul are now completely overwhelmed due to the high number of casualties.
Since February 21, 2026, repeated, almost daily attacks by Pakistani war criminals have targeted multiple cities in Afghanistan. These attacks involve indiscriminate bombings and the use of various weapons such as grenades, rockets, and mortar shells, resulting in the deaths or serious injuries of numerous civilians, including infants, children, women, and the elderly. The lives of innocent victims have been senselessly extinguished.
Numerous human rights organizations, including UNAMA and Amnesty International, have repeatedly reported that Pakistan has killed innocent civilians, including children and women, in its attacks on Afghanistan. Pakistan has ignored these reports and has shown no interest in addressing them.
In this context, we pose the following question to the United Nations and the International Criminal Court: if such actions do not constitute war crimes, then what does?
We urgently appeal to the international community, particularly the United Nations, the International Criminal Court in The Hague, and the European Union: Please do not protect the Pakistani war criminals who have destroyed the lives of millions of Afghan people, from infants to the elderly, on both sides of the Durand Line.
We strongly demand that the perpetrators of the aforementioned incidents, namely the Pakistani war criminals, be thoroughly investigated and held accountable, and that appropriate measures be taken to prevent further suffering of the Afghan people. The protection of civilians and the enforcement of international law must be an absolute priority.

Our beloved people of Greater Afghanistan,
On the night of February 21 to 22, 2026, the Pakistani slaves of the English once again bombed several cities in Afghanistan.. As a result, several innocent people were killed and others injured. Military generals and dictators from Punjabistan and Islamabad are responsible for these hostile air attacks. In response to these cowardly attacks, the time has come to attack Islamabad and the cities of Punjabistan and set them on fire.
The defense of one’s own country, one’s own people, and territorial integrity is both your duty according to Islamic principles and legitimate under applicable international law.
Keep your heads up. Do not let yourselves be intimidated. The struggle for justice continues.

Pakistani Generals are like Slaves of the English
To the Parliament of Pakistan
Dear Sir or Madam,
As you are aware, your parliament does not possess actual decision-making authority. Therefore, it functions as a sham parliament. The decisive power does not lie in the hands of the elected representatives of the people. Both you and the international community are aware that open criticism of Pakistan’s military generals is effectively impossible. As members of parliament, you are compelled to implement the orders of the military; otherwise, you must fear serious consequences — including arrest, other forms of repression, or even death.
The military generals of Pakistan — whether Asim Munir, Qamar Javed Bajwa, or other generals — act like slaves of the English instead of serving their own people. From an objective standpoint, it contradicts the professional responsibility of military leaders to be involved in serious human rights violations such as the killing of children, women, and innocent people; to train or support more than 30 armed terrorist groups on behalf of external actors; to embezzle billions in state funds in order to acquire real estate abroad; or to transfer financial resources to their own or their family members’ foreign accounts.
Many countries around the world are highly technologically advanced. Some states send satellites into space as well as rockets and spacecraft to the moon. Moreover, numerous countries maintain close technical cooperation and engage in flourishing bilateral trade.
Pakistan, by contrast, has largely remained in a state of stagnation. Those functioning as slaves of the English appear primarily focused on serving external interests: training armed groups on behalf of foreign actors, enriching themselves personally, violating the rights of the population — from children to the elderly — and killing innocent people. This conduct characterizes the current role of the military generals’ slaves.
If you wish to restore the independence of your parliament from external influence, you as members of parliament should unite collectively. The power currently concentrated in the hands of the generals should be transferred to parliament, so that political decisions are made exclusively by elected representatives — not by military generals. In international practice, the role of military generals is to train soldiers in the barracks, while political governance and decision-making are the responsibility of elected politicians, not military generals.
If parliament assumes full decision-making authority, this will serve the well-being of the Pakistani people as well as the country’s economic development, progress, and stability. However, if war-criminal military generals continue to exercise power and make political decisions, Pakistan faces serious danger and could be plunged into severe chaos. Aggravating the situation further is the fact that Pakistan’s courts are not independent; judges and prosecutors are under the influence of the slaves of the English.
As we have stated in previous letters and wish to reiterate clearly, Balochistan and Pashtunkhwa are Afghan territory, and on both sides of the Durand Line there is one people and one Afghanistan. We will not sell or give away a single centimeter of our territory to Pakistan. The border posts are to be relocated to Attock.
As you know, we have reduced our bilateral trade with Pakistan to zero. Furthermore, we do not permit trade goods between Pakistan and Central Asia to use the transit route through Afghanistan.
Only when political power is transferred from the so-called slaves of the English — the military generals — to the parliament, and when the parliament makes the decisions rather than the generals, will Greater Afghanistan be prepared to normalize bilateral relations with Pakistan. In that case, trade between the two countries could also resume.
We are aware that there have been repeated deceptions in the past. Not only the Afghan people but also other states have been misled. This conduct is also known to the international community. Therefore, we would like to emphasize that as long as political decision-making authority is not withdrawn from the war-criminal military leaders and fully assumed by parliament, we see no basis for entering into negotiations.

We condemn in the strongest possible terms the attack of 6 February 2026 on a Shiite mosque in Islamabad.
Dear Sir or Madam,
On 6 February 2026, during Friday prayers, a suicide attack was carried out on a Shia mosque in Islamabad, Pakistan. In this brutal attack, 31 people lost their lives as martyrs and over 160 others were injured. We strongly condemn this horrific terrorist attack. We extend our heartfelt condolences to the families of the victims and wish the injured a swift and full recovery.
In our view, the terrorist attack was carried out on the orders of Pakistan’s military intelligence agency, the ISI. The military generals and dictators of Pakistan are in a state of great insecurity. Their government is on the verge of collapse. In their disorientation, they resort to criminal actions and murder innocent people. They deliberately incite conflict between Shias and Sunnis.
As is well known, Pakistan’s military intelligence agency has repeatedly carried out attacks on Hindu temples and Christian churches, and now also on Shia mosques.
We appeal to the international community to hold the military generals and dictators accountable who allow the killing of innocent people in mosques and other places.

On 6 February 2026, we learned through the media that your government has reached a bilateral agreement with Pakistan under which the transit route for trade relations between the two countries is to pass through Afghanistan.
We categorically reject the use of Afghanistan as a transit route for your trade relations with Pakistan. We have reduced our trade with Pakistan to zero. Therefore, Pakistan must not use our country, Afghanistan, as a transit route for trade with Kazakhstan or with other Central Asian countries.
The government of Pakistan, military generals, and dictators are involved in the (murder) of children, women, and innocent people. Furthermore, they are engaged in criminal activities, as Pakistani military generals have embezzled billions of U.S. dollars from Pakistan’s state treasury.

Dear Sir or Madam,
We have learned through media reports that the United Nations Security Council is holding a meeting today, 04 February 2026, on the threats to international peace and security posed by terrorist acts, including those committed by the terrorist organization (IS).
In this context, the media have also reported that on 03 February 2026, in the province of Pashtunkhwa, Khyber District, unknown armed individuals attacked a suspected hideout of the terrorist organization IS. As a result, 11 IS members were killed and three others injured. According to media reports, most of those killed were allegedly foreign nationals.
In our view, however, the real causes of terrorism lie with leading actors within the Pakistani military and intelligence apparatus, particularly the ISI. In particular, Mr. Asim Munir and the Pakistani military intelligence service ISI are accused of systematically training, financing, and supporting terrorist organizations for many years. Reports indicate that more than 30 different terrorist groups are involved, including IS-Khorasan. A list of these terrorist organizations is provided below.
One of the terrorist organizations supported by Pakistan is the so-called IS-Khorasan, an offshoot of IS. According to media reports dated 24 September 2025, former Pakistani military officer Adil Raja publicly admitted that high-ranking members of this organization are located both in Mastung District (Balochistan) and in the province of Pashtunkhwa. According to these reports, the leader of IS-Khorasan, Shahabul-Mahajar, as well as Abdulhakim Tawhidi, Sultan Aziz Ezam, and Salhuddin Rajab, are present in Pakistan and are under the protection of the Pakistani military intelligence service ISI.
On 26 September 2025, the newspaper India Today additionally reported that in July 2025, a new training camp of the terrorist organization Lashkar-e-Taiba was established in Gulban Maidan (Pashtunkhwa), approximately 47 kilometers from the Durand Line. This reportedly occurred in response to an Indian attack in May 2025 on a suicide bomber training center of the same organization in the Pakistan-controlled part of Kashmir.
On 30 October 2025, Afghan television channels reported that a member of IS-Khorasan was arrested in Afghanistan. During the arrest, a Pakistani national identity card and other supporting documents were seized. The arrested individual identified himself as Saeedullah and stated that he had previously been a member of the terrorist organization Lashkar-e-Taiba before joining IS. He explained that he had received his terrorist training in camps in Peshawar and in the mountains of Quetta, which are under Pakistani administration. Using forged Afghan identity documents (“Tazkira”), he was sent to Afghanistan under the false name “Mohammad.” According to his statements, adolescents and young men aged 16 to 30 from Pakistan, Tajikistan, Uzbekistan, Turkey, and Russia were trained in these camps. Furthermore, additional training facilities with similar functions reportedly exist.
According to a report by the Times of India dated 13 January 2026, Indian Army Chief General Upendra Dwivedi stated that there are currently eight active terrorist training camps under Pakistani administration. Six of these camps are located near the Line of Control in Pakistan-occupied Kashmir, while two others are near Pakistan’s international border.
It is known to the international community and to the people of Greater Afghanistan that Pakistan has actively engaged in terrorism for many years by training terrorist groups and sending them to countries such as Afghanistan, India, and Kashmir in order to deliberately create instability.
Conclusion:
Based on the available reports, leading representatives of the Pakistani authorities, military generals, and the military intelligence service ISI are involved in serious crimes against civilians, including the قتل of children, women, and innocent people. We urgently call upon the international community to hold those responsible for these crimes accountable.
We kindly request that this letter be made available to all participants of today’s UN Security Council meeting on 04 February 2026.

Financial Assistance for the Victims of Snowfall and Heavy Rainfall in Afghanistan
Dear Sir or Madam,
Between 21 and 23 January 2026, several provinces of Afghanistan were affected by severe storms, heavy snowfall, and intense rainfall, resulting in significant damage.
According to preliminary reports, more than 70 people lost their lives and over 110 individuals were injured. In addition, numerous livestock animals perished. At least 458 residential houses were destroyed or damaged, and approximately 360 families were directly affected by the consequences of this natural disaster.
We extend our deepest condolences to the families of the deceased and wish the injured a swift and full recovery.
To support the affected population, the following financial assistance is to be provided from the state treasury:

Families of individuals who lost their lives as a result of the snowfall and heavy rainfall shall receive compensation in the amount of 70,000 Afghanis per deceased person.

Persons who were severely injured shall receive financial assistance of 10,000 Afghanis per person.

For residential houses that were completely destroyed, an amount of 70,000 Afghanis per house shall be disbursed.

Owners of livestock that perished as a result of the above-mentioned natural disasters shall receive compensation of 60 US dollars per animal.
We strongly urge the relevant authorities to provide immediate emergency assistance to the families affected by the snowfall and heavy rainfall. This assistance should include, in particular, temporary shelter (tents), food supplies, drinking water, medical care including doctors and medicines, as well as other urgently needed relief items.
Furthermore, it is recommended that families whose houses were destroyed by rainfall and flooding construct their new homes in a more resilient and stable manner in order to better withstand future severe weather events and prevent further damage.

Dear International Community,
The Pakistani war criminals and dictators are murderers of children, murderers of women, and murderers of innocent people. They have killed countless innocent individuals, including infants, children, women, the sick, and the elderly. They have carried out targeted killings, mass murders, arbitrary arrests, torture, and tyranny of every kind.
Numerous political activists have been arrested without any reason in Balochistan and Pashtunkhwa. For several years now, more than 100,000 activists and political prisoners have disappeared there without a trace. Their fate is unknown. Families do not know whether their disappeared relatives are still alive or have already been killed. When mothers, sisters, wives, or children of the disappeared raise their voices and ask where their sons, brothers, husbands, or fathers are, these women and relatives are shot at or arrested.
Anyone who demands their rights or criticizes the Pakistani military and asks why these atrocities are being committed, or who criticizes the Pakistani government for oppressing innocent people, is arrested, tortured, and killed.
The military ruler Asim Munir and the Pakistani Prime Minister Shahbaz Sharif are highly criminal murderers of children, women, and innocent people. Mr. Asim Munir, Mr. Shahbaz Sharif, and other Pakistani dictators and war criminals repeatedly attempt to deceive the international community through tricks and false games. They lie again and again. They try to use the people on both sides of Afghanistan as scapegoats. This strategy is not new but is repeated constantly.
The international community is also aware that more than 30 terrorist groups, including the IS-Khorasan group, are trained by the Pakistani military intelligence agency ISI. Leaders of these terrorist groups are protected by Pakistani military intelligence.
According to a report dated January 13, 2026, by the Times of India, Indian Army Chief General Upendra Dwivedi stated that eight terrorist training camps under Pakistani administration are active, six of them near the Line of Control in Pakistan-occupied Kashmir and two near the international border in Pakistan.
From January 19 to 23, 2026, the annual meeting of the World Economic Forum (WEF) will take place in Davos, Switzerland. We have learned that the Pakistani military ruler Asim Munir as well as Prime Minister Shahbaz Sharif are also expected to attend this meeting.
We appeal to the Swiss government, we appeal to the WEF, and we appeal to the international community: Please do not grant the Pakistani murderers of children, women, and innocent people—Asim Munir and Shahbaz Sharif—access to the WEF in Davos. From our perspective, they are murderers and war criminals just like Adolf Hitler and his generals. It would be an injustice and a disgrace if they were granted access to the WEF in Davos.
Should they nevertheless enter Switzerland, we ask that you arrest these serious criminals and extradite them to the International Court of Justice in The Hague.

Our people of Greater Afghanistan,
The slaves of the English are living in great fear today. Pakistani war criminals fear the International Criminal Court in The Hague. On one side of Afghanistan, for more than 40 years, they have murdered innocent people—infants, children, elderly women and men, the sick, and pregnant women. Even livestock has been killed.
On the other side of Afghanistan, for 78 years they have carried out various forms of oppression: killings, arrests, torture, massacres, targeted assassinations, bombings, and other grave crimes.
After Adolf Hitler, the Nazi regime, and its generals and dictators, who committed genocide and killed millions of people, severe acts of tyranny were also perpetrated against the people of Greater Afghanistan after 1945. A continuing genocide has been directed against the people of Greater Afghanistan, and it persists to this day.
The Pakistani Minister of Defence, Khwaja Asif, has himself publicly stated in the media that Pakistan carried out “dirty work” in Afghanistan on behalf of England, the United States, and other countries. This statement constitutes a clear confirmation that the gravest crimes and acts of genocide were committed against the Afghan people. An estimated 6.5 million Afghans lost their lives as a result of wars, the consequences of war, and deliberate conspiracies.
Do not allow yourselves to be intimidated. Hold your heads high. The struggle for freedom and justice will continue until both parts of the people of Greater Afghanistan and our country are permanently freed from Pakistani war-criminal generals and criminal dictators.

The official state language of Greater Afghanistan is exclusively Pashto.
To the People of Great Afghanistan
The official state language of Afghanistan is Pashto. In Uzbekistan, the official language is Uzbek; in Iran, Persian (Farsi); in Germany, German; in France, French; in the United States, English; in Russia, Russian; and in Saudi Arabia, Arabic.
All of these countries are home to multiple languages; however, each has only one official state language. Naturally, every individual has the right to speak their mother tongue, but for governmental and state affairs, there is only one official language.
We therefore demand that, effective immediately, all signs in Afghanistan be written exclusively in two languages:

the official state language, Pashto, and
-
the international language, English.
Furthermore, all school textbooks from first through fourth grade shall be written entirely in Pashto. Textbooks from the fifth grade onward shall be gradually introduced and likewise written in Pashto.
In all Afghan government institutions, official documents and correspondence shall, with immediate effect, be drafted exclusively in the official state language, Pashto.
A common official state language represents unity and demonstrates that we are one people.
There are countries that interfere in Afghanistan’s internal and external affairs for their own interests, thereby repeatedly causing conflict. These countries should be ashamed of themselves.

The Afghan people are suffering from widespread poverty and are repeatedly affected by natural disasters.
Ladies and Gentlemen,
During the last three days of December 2025, severe storms, snowfall, heavy rainfall, and flooding occurred in eleven provinces of Afghanistan—Herat, Kapisa, Badghis, Kandahar, Faryab, Badakhshan, Parwan, Daikundi, Uruzgan, Helmand, and Farah.
According to current reports, 17 people lost their lives and 11 others were injured. In addition, approximately 1,200 livestock animals perished. A total of 274 residential houses were completely destroyed, and another 1,560 houses were partially damaged. Furthermore, about 2,800 hectares (14,000 jeribs) of agricultural land were affected. Overall, around 1,850 families suffered losses and damage, and more than 200 families were left homeless.
We express our deepest condolences to the families of the deceased and wish the injured a swift and full recovery.
To support those affected, financial assistance from the state treasury shall be provided as follows:
-
The families of individuals who lost their lives due to rainfall and flooding shall receive compensation of 70,000 Afghanis per deceased person.
-
Severely injured individuals shall receive assistance of 10,000 Afghanis per person.
-
For completely destroyed residential houses, 70,000 Afghanis per house shall be paid.
-
Owners of livestock that perished as a result of the above-mentioned natural disasters shall receive compensation of 60 US dollars per animal.
We strongly urge the relevant authorities to immediately provide emergency assistance to families affected by the floods, including temporary shelter (tents), food, drinking water, medical care—including doctors and medicines—as well as other urgently needed relief supplies.
It is also recommended that families whose homes were destroyed by rainfall and flooding construct their new houses as resilient and stable as possible in order to better withstand future severe weather events and prevent further damage.
Furthermore, we learned from media reports that on 17 December 2025, several Afghan youths lost their lives due to extreme cold while crossing the border from Herat (Afghanistan) into Iran. According to official statements, 15 people died; however, eyewitnesses report up to 40 fatalities. The affected families shall receive compensation of 300 US dollars per deceased person from the state treasury.
All Afghan refugees who have returned to Afghanistan from Iran, Turkey, and other countries shall be resettled under a state resettlement program. Pashtun returnees are to be settled in northern Afghanistan and allocated land. Non-Pashtun returnees, on the other hand, are to be settled in predominantly Pashtun-inhabited provinces and likewise provided with land.
The objective of this settlement measure is to promote peaceful and friendly coexistence, as well as contact and exchange among all tribes in all provinces of Afghanistan. Through the shared living of different tribes, mutual understanding shall be fostered, existing prejudices and hatred reduced, and friendship and trust among all Afghan tribes strengthened. All tribes of Afghanistan together form one people.
In the past, such internal resettlement within Afghanistan was only possible to a limited extent due to insufficient transportation infrastructure. This infrastructural challenge is now considered largely resolved.
In addition, each settled family shall receive a financial grant of 1,000 US dollars from the state treasury for the construction of a residential house. Families with children shall be given priority in the allocation of these funds.

To our people of Greater Afghanistan: All tribes should prepare for the struggle against the enemy.
Our beloved people of Greater Afghanistan,
Unite—every tribe of our land. The enemy of Greater Afghanistan has failed and now acts out of fear. It has employed every means and trick at its disposal and committed every cruelty it was capable of. Yet it has achieved no success. These servants of the British will never prevail.
It is known to the people of Greater Afghanistan as well as to the international community that Pakistan’s military intelligence service, the ISI, has trained and supported more than 30 terrorist organizations. On December 12, 2025, a statement by Qari Mohammad Yaqoob Sheikh, a leader of the terrorist organization Lashkar-i-Taiba, was published. In it, he openly declared his support for the Pakistani army and praised its army chief, Asim Munir.
It is also widely known that these terrorist groups trained in Pakistan operate under the command of Asim Munir and the ISI. On December 19, 2025, media outlets reported the arrest of Sultan Aziz Azam, a spokesman for IS-Khorasan, in Pakistan. This, too, is part of Pakistan’s deception and false games.
In reality, the so-called IS-Khorasan and other terrorist organizations act on the instructions of, and with direct support from, Pakistan’s military intelligence service. Whenever Pakistan comes under international pressure and is accused of training terrorists, it announces the arrest of a terrorist leader from the total of 35 terrorist groups that it has itself trained—so too in the case of the alleged arrest of Sultan Aziz Azam. In this way, Pakistan attempts approximately every two to three months to deceive the international community by announcing the killing or arrest of a member or leader of those very terrorist groups it has in fact trained itself.
These thieves, bandits, and bloodthirsty generals have sold themselves. For billions of dollars, they have shed the blood of the innocent Afghan people. By now, both the international community and the people of Greater Afghanistan have recognized that the deceptions and tricks of Pakistan’s criminal generals and dictators no longer work.
We state clearly once again: We will never abandon the people of Greater Afghanistan, nor will we surrender a single centimeter of our territory—Balochistan and Pashtunkhwa—to Punjabistan. This land is neither for sale nor to be given away.
We once again call upon the servants of the British to immediately release all political activists from prisons in Balochistan and Pashtunkhwa, to withdraw the terror army of Punjabistan from these regions, and to relocate their border posts to where they were before the year 1893.
People of Greater Afghanistan: Unite—for yourselves, for your people, and for your land. All tribes of Greater Afghanistan are one single people.

د پاکستان غله، ډاکوګان او جنګي مجرم جنرالان ادعا کوي چې د یوې تش په نامه فتوا (دیني حکم) له مخې په پنجابستان کې جګړه روا نه ده. خو دغو غلو او ډاکوګانو ته ښه معلومه ده چې افغان ولس پر پنجابستان برید نه دی کړی. بلکې دوی پخپله – همدا غلو، ډاکوګانو او د دوی ترهګره پوځ – زموږ خاوره د بلوچستان او پښتونخوا په بېلولو سره تجزیه کړه.
هغوی بېګناه خلک – له شیرخورو ماشومانو نیولي، تر ناروغانو او زاړه عمره کسانو پورې –، بندی کړی, شکنجه کړي او وژلي دي. څرګنده ده چې د نړیوالو قوانینو له مخې، د بلوچستان او پښتونخوا د ولسونو حق دی چې د خپل ځان، خپل ولس او د خپلی خاوری دفاع او ساتنه وکړي.
دا غلو، ډاکوګانو، جنرالانو او دیکتاتورانو میلیاردونه امریکایي ډالر تر لاسه کړل او د میلیونو بېګناه افغانانو وینه یې توی کړې ده. دوی ته معلومه ده چې په بلوچستان او پښتونخوا کې ۵۵ میلیونه افغانان ژوند کوي. دا مهال له هغوی څخه یوازې یو پر زر د پنجابستان پر ضد په مبارزه بوخت دي. د افغانستان په بله خوا کې ۴۵ میلیونه افغانان ژوند کوي، چې فعلاً له هغوی څخه حتی یو پر زر هم د مبارزی په حالت کې نه دي. د افغان ولس ټول شمېر ۱۰۰ میلیونه دی.
که د ولسي پاڅون په صورت کې د لوی افغانستان د نفوس لس سلنه – یعنې ۱۰ میلیونه کسان – د پنجابستان پر ضد مبارزه پیل کړي، نو د پنجابستان په ټولو ښارونو کې به وینه توی سي. که هغوی یو افغان ووژني، لس نور افغانان به وزېږي.

Under international law, there is a right to defend oneself, one’s own people, and one’s own territory.
To the people of great Afghanistan,
In our previous letters, we already informed you that the Pakistani intelligence service, the ISI, has for a long time intimidated and pressured religious leaders, mullahs, maulanas, and mawlavis in Pakistan. In addition, they are enticed or coerced through financial payments to cooperate with the ISI.
On December 16, 2025, we learned through media reports that Qari Muhammad Yaqoob Sheikh, one of the leaders of the terrorist organization Lashkar-e-Taiba (LeT), threatened Afghanistan with war. Qari Yaqoob Sheikh publicly sided with the Pakistani army and praised the Pakistani army chief Asim Munir. This reveals that the Pakistani military and army chief receives support and backing from the terrorist organization “Lashkar-e-Taiba.
Lashkar-e-Taiba (LeT) is one of a total of 35 terrorist organizations that are trained and supported in Pakistan. In the list that we have published repeatedly, this group is listed at position 7 (see the list below). The Pakistani military conducts terrorism in order to attack Afghanistan and other countries.
The Pakistani thieves, bandits, and war-criminal generals claim that, according to an alleged fatwa (religious legal opinion), war in Punjabistan is not permissible. However, these thieves and bandits know very well that the Afghan people have not attacked Punjabistan. Rather, they themselves—thieves, bandits, and their terrorist army—were responsible for dividing our territory by separating Balochistan and Pashtunkhwa.
They have arrested, tortured, and murdered innocent people—from infants and the sick to the elderly. Naturally, in accordance with international law, it is the right of the peoples of Balochistan and Pashtunkhwa to defend and protect themselves, their own people, and their own territory.
The thieves, bandits, generals, and dictators have pocketed billions of U.S. dollars and shed the blood of millions of innocent Afghans. They know that 55 million Afghans live in Balochistan and Pashtunkhwa. Currently, only one per mille of them is fighting against Punjabistan. On the other side of Afghanistan live 45 million Afghans, of whom not even one per mille is fighting against Punjabistan. The total number of the Afghan people is 100 million.
In the event of a popular uprising in which 10 percent of the population of Greater Afghanistan—that is, 10 million people—were to fight against Punjabistan, bloodshed would occur in all cities of Punjabistan. If they kill one Afghan, ten more Afghans will be born.
Therefore, our advice to the thieves, bandits, generals, and criminal dictators of Punjabistan is that they immediately leave our territory, Afghanistan. That is better for them.
Our beloved people of Greater Afghanistan,
It is our international right, as the people of Greater Afghanistan, to protect ourselves, our own people, and our own territory. If the slaves of the English in Punjabistan attack the Afghan people on one side or the other of the Durand Line, then the afghan people may also enter Punjabistan in response. This is our right—under both modern laws and religious provisions—to defend ourselves, our people, and our territory.
Our dear people of Greater Afghanistan, do not allow yourselves to be intimidated. Hold your heads high. The powers of very strong countries stand behind the people of Greater Afghanistan.

Financial Assistance for the Victims of Pakistani Air and Artillery Attacks in Khost, Paktika, Kunar, and Spin Boldak, as well as for Afghan Youth Killed by the Iranian Border Police
Dear Sir or Madam,
On the night of November 25, 2025, the Pakistani war-criminal army bombed residential houses in the provinces of Khost, Paktika, and Kunar. As a result, at least ten innocent civilians were killed and at least five others were injured. Among the victims were five boys, four girls, and one woman.
On December 5, 2025, the Pakistani army also shelled residential areas in the Spin Boldak district with artillery. Five people were killed, five others were injured, and several homes and shops were destroyed.
The families of civilians killed in these attacks shall receive 3,000 US dollars each from the state treasury of Afghanistan. Each severely injured person shall receive compensation in the amount of 1,000 US dollars.
For Afghan soldiers who lost their lives in the attacks, their families shall receive 3,000 US dollars per killed soldier and 1,000 US dollars per severely injured soldier.
Individuals whose houses were destroyed as a result of bombardments or artillery attacks shall receive financial assistance of 2,000 US dollars per destroyed house from the state treasury.
For each destroyed shop, 1,000 US dollars shall be paid, and for each damaged shop, 300 US dollars shall be paid.
For vehicles that were damaged or destroyed during the attacks, compensation in the amount of 2,000 US dollars per affected vehicle shall be paid.
According to media reports dated December 2 and 3, 2025, near the Abu Nasr Farahi border crossing between Afghanistan and Iran, a group of twelve Afghan youths were apprehended, tortured, and killed by Iranian border police. The families of the killed youths shall receive 1,000 US dollars per killed youth from the state treasury.

موږ غواړو روښانه کړو چې موږ د طالبانو له سياست سره موافق نه يو، خو نه غواړو چې طالبان ووژل سي. د طالبانو زياتره غړي د بلوچستان او پښتونخوا له بېوزلو کورنيو څخه دي. د پاکستان استخباراتو (آی ایس آی) د دوی د مجبوری څخه د خپلو ګټو لپاره ناوړه استفاده وکړه. پر ځای د دې چې د دغو بیوزلو کورنیو ماشومانو ته د عصری زدهکړو امکانات برابر کړي، هغوی یی د ذهني تېرایستنې (مغزشویی) له لارې وغولول سول او په افغانستان کی یی داسې جګړی ته واستول چې دوی يې د شالید په اړه نه وه خبر کړی چی دا جګړه د چا د ګټو دپاره ده. په پایله کې هم ګڼ شمېر بېګناه افغانان او هم ډېر طالبان ووژل سول. د ۲۰۰۱ کال څخه تر ۲۰۲۱ کال پوری د پاکستاني کړيو د ګټو لپاره سلګونه زره طالبان ووژل سول.
د پاکستان دغې اوږدمهالې لاسوهنې او سیاسي ناوړه استفادې له امله، د طالبانو ډېر غړي د افغانستان د شخړې په اساسي لاملونو کې پړه نه لري او نه بايد ووژل سي. اصلي مسووليت د پاکستان د هغو جنګيجنايتکارو جنرالانو او ديکتاتورانو پر غاړه دی چې د .لسیزو راهیسې یې دا شخړی تنظیم کړي دي.

The Taliban Are Just as Much Patriots as the American Patriots
Dear Sir or Madam,
We Afghans did not know the term “terrorist” in the past. It was only later that the USA, England, and their allies paid large sums of money—amounting to several billions of dollars—to the war criminals and criminal dictators of Pakistan over many years. These funds were used to brainwash parts of the Afghan population in the interests of the USA, England, and their allies.
Since the beginning of the war in Afghanistan, approximately 6.5 million innocent Afghan men and women have lost their lives to this day—around 2.5 million directly in the war and another roughly 4 million as a result of the long-term consequences of the war.
The war in Afghanistan was not a war of the Afghan people but rather a proxy war between the USA, England, and their allies on the one hand and their rivals on the other. In the end, the USA, England, and their allies did not achieve their goals. In contrast, Pakistani generals who committed war crimes and criminal dictators were able to achieve their own objectives by using various tricks to collect billions of dollars from the USA, England, and their allies. As a result, these war-criminal generals and dictators now possess extensive assets in multiple countries in the form of properties and companies that they have acquired in their own names as well as in the names of their relatives.
The Pakistani military intelligence service, ISI, also trained more than 30 terror groups—including IS-Khorasan. These groups were sent to Afghanistan, Kashmir, and India on the orders of the ISI.
Furthermore, we would like to clarify that we do not agree with the politics of the Taliban; however, we do not want Taliban members to be killed. Many Taliban members come from poor families in Balochistan and Pashtunkhwa. The Pakistani intelligence service ISI exploited this social hardship for its own interests. Instead of providing these children with a fair education, they were manipulated through brainwashing and sent into a war whose background they hardly understood themselves. As a result, countless innocent Afghans as well as many Taliban members lost their lives. Between 2001 and 2021, several hundred thousand Taliban members were killed in the interests of Pakistani actors.
Due to this long-standing manipulation and political instrumentalization, many Taliban members bear no responsibility for the causes of the conflict and should not be killed. The real responsibility lies with the war-criminal generals and dictators in Pakistan who have orchestrated these developments over decades.
We appeal to the international community to put an end to the deception and the false political games at the expense of the Afghan people and to finally treat them honestly and with respect.
