محترم د تاجکستان حکومت
موږ غواړو چې ستاسو پام یوې ډېرې جدي موضوع ته واړوو چې د ۲۰۲۱ کال د اګست په ۱۵ نېټه د افغان حکومت د سقوط وروسته رامنځته سوه. دافغانستان مافیا، چې تر هغه وخته پورې یی په افغان حکومت کی کار کوی، د ۲۰۲۱ کال د اګست په ۱۵ نېټه د هلیکوپترونو او الوتکو له لارې د افغانستان څخه دباندی هیوادو ته و تښتیدل او او د غلا سوو دولتي شتمنیو لویه برخه یې له ځانه سره یوړل، چې په کښې د امریکایی ډالرو ډکې کڅوړې او د زرو خښتی هم شاملې وې. د دې کسانو یوه لویه برخه تاجکستان ته تښته وکړه، ځینې یې بیا نورو هېوادونو ته پناه یوړه.
د افغان مافیا غړي پېژندل سوي مجرمین دي. دوی د دې پر ځای چې د افغان ولس خدمت وکړي، افغانستان یې په یوه لوی بحران کې ډوب کړ او ګڼ شمېر جنایتونه یې ترسره کړل. دوی له خپل واک څخه ناوړه ګټه پورته کړه، دولتي چوکۍ یې تر یو ملیون ډالرو پورې وپلورلې ، رشوتونه یی واخیستل او پیسې یې د درغلۍ او غیرقانوني لارو څخه ترلاسه کړې. دوی د افغانستان په پارلمان کې رایې د ۱۰۰۰ تر ۲۰۰۰ ډالرو پورې خرڅولې. د حکومت تر نامه لاندې، دوی تېل او نور توکي وارد کړل، په بازار کې یې خرڅ کړل او عایدات یی په خپلو جیبونو کې واچول. دوی د افغانستان له ملي موزیم څخه لرغوني او تاریخي ارزښتناک أثار غلا کړل. دوی خپل خپلوان پر دولتی چوکیو ګمارل، د دولت ځمکې یې په زور قبضه کړلې، د نشهيي توکو په کاروبار کې یې لاس درلود او د خپلو شخصي اهدافو لپاره یې خصوصي ملیشې جوړې کړې. سربیره پردې، دوی خلک ډارول، جنسي تیري یې کول، خلک یې وهل، وژنې یې کولې او نور جرمونه یې ترسره کول. دوی د افغانستان په هر ښار او سیمه کې ګډوډي (انارشی) رامینځته کړه او د پیسو په بدل کې یې بهرنیو هیوادونو ته جاسوسي کول
دا معلومه ده چې افغان مافیا نه یوازې له خپل هیواد افغانستان سره خیانت وکړ، بلکې قومونه به یی د خپلو شخصې ګټو لپاره کارول. د افغانستان لپاره د کار کولو پرځای، دوی خپل جیبونه ډک کړل او بهر ته وتښتېدل. سربیره پردې، دا مافیا د پاکستان د پوځي استخباراتو (أی ایس آی)، ملي مقاومت جبهې او داعش خراسان سره همکارۍ لري چې له دوی سره یو ځای یې په بېلابېلو ځایونو کې ترهګریز بریدونه ترسره کړي دي.،کیدای سی چی دا ډله یو وخت تاجکستان ته هم جدي ګواښ پېښ کړی
د دې جدي جرمونو په نظر کې نیولو سره، موږ ستاسو، محترم ولسمشر امام علی رحمان، او د تاجکستان له حکومت څخه غوښتنه کوو چې د دې مافیا له خوا غلا سوې شتمنۍ ضبط کړي. موږ همدارنګه غوښتنه کوو چې دغه کسان ونیول سي یا لږ تر لږه په کور کې نظر بنده سي. هر کله چی په افغانستان کې یو مشروع حکومت جوړ سي نو بیا دغه اشخاص افغانستان ته سپارلای سي ترڅو افغان حکومت وکولای سي چې دا افراد محاکمه کړی
تاجکستان او افغانستان وروڼه هیوادونه دي، موږ باور لرو چې ستاسو حکومت به د سیمې دامنیت د ساتنې او د عدالت د پلي کولو لپاره اړین ګامونه پورته کړي.

To the Government of Tajikistan,
Dear President Emomali Rahmon,
Dear Government of Tajikistan,
We would like to draw your attention to a very serious matter that occurred after the fall of the Afghan government on August 15, 2021. The Afghan mafia, which had been working within the Afghan government until that point, fled Afghanistan on that day via helicopters and airplanes, taking enormous amounts of stolen state assets with them, including bags full of US dollars and gold stones. A significant portion of these individuals fled toward Tajikistan, while some also sought refuge in other countries.
The members of the Afghan mafia are known criminals who, instead of serving the Afghan people, plunged Afghanistan into a major crisis and committed numerous crimes. They abused their power, sold government positions for up to one million dollars, accepted bribes and extorted money, and took money from the state treasury through fraudulent and illegal means. They sold votes in the Afghan Parliament for between 1,000 and 2,000 dollars. Under the guise of the government, they imported oil and other goods, sold them on the market, and pocketed the proceeds. They stole antiques and historically valuable items from Afghanistan’s National Museum. They practiced nepotism, occupied state land, engaged in drug trafficking, and formed private militias for their personal goals. Additionally, they intimidated the population, committed sexual assaults, beat people, committed murders, and perpetrated other crimes. They created anarchy in every city and region of Afghanistan and spied for foreign countries in exchange for money.
It is known that the Afghan mafia not only betrayed their country, Afghanistan, but also exploited the various tribes and ethnic groups for their own interests. Instead of working for the welfare of Afghanistan, they filled their own pockets and fled abroad. Furthermore, this mafia works with the Pakistani military intelligence, the National Resistance Front (Jabha-i-Muqawamat-i-Mili), and IS-Khorasan, with whom they have carried out terrorist attacks in various places. This group could eventually pose a serious threat to Tajikistan as well.
In light of these grave offenses, we appeal to you, esteemed President Rahmon, and to the Government of Tajikistan, to take all necessary actions to seize the assets stolen by this mafia. We also demand the arrest or at least house arrest of these individuals until a legitimate government is formed in Afghanistan. Once this is the case, these individuals could be extradited to Afghanistan so that the Afghan government can hold them accountable.
Tajikistan and Afghanistan are brotherly nations, and we trust that your government will take the necessary measures to protect the region and uphold justice.
