د «جی ۲۰» هېوادونو او ملګرو ملتونو څخه غوښتنه – د نړیوال اقلیمی بدلون ملامتی د افغانستان د خلکو پر غاړه نه ده 

قدرمنو آغلو او ښاغلو،
د  «جی ۲۰» هېوادونو قدرمنو استازو،
د نړیوالې ټولنې قدرمنو غړو،

موږ د دې لیک له لارې غواړو ستاسو پام په افغانستان کې د اقلیمی بدلون د ناوړه او دردناکو اغېزو پر لور راواړوو او په ورته وخت کې تاسی خپل بشري مسئولیت ته متوجه کړو.

د ۲۰۲۶ کال د جولای په ۲۰مه او ۲۱مه نېټه د افغانستان د نورستان، ننګرهار او لغمان ولایتونه د بې‌سارې سختو بارانونو او ویجاړوونکو سېلابونو سره مخ سول. د نورستان ولایت مرکز پارون ښار تر ټولو زیات زیان ولید. دې طبیعي ناورین ګڼ شمېر انسانانو ته مرګ‌ژوبله واړوله او پراخ مالي او مادي زیانونه یې رامنځته کړل.

د تر اوسه ترلاسه سوو راپورونو له مخې، له ۴۰ څخه ډېر کسان وژل سوي، له ۸۰ څخه زیات کسان ټپیان سوي او له ۱۰۰ څخه ډېر کسان لا هم ورک دي. د لټون او ژغورنې عملیات لا هم روان دي. سربېره پر دې، د سېلابونو له امله ګڼ شمېر کورني څاروي هم له منځه تللي دي.

ګڼ شمېر د استوګنې کورونه، دوکانونه، هوټلونه، دولتي او خصوصي ودانۍ په بشپړه توګه ویجاړې سوې یا سختې زیانمنې سوې دي. ځینی موټرونه د سېلابونو اوبو وړي دي. پراخې کرنیزې ځمکې او کرنیز فصلونه له منځه تللي، چې له امله یې ډېرو کورنیو خپل حاصلات او د ژوند تر ټولو مهمه د عاید سرچینه له لاسه ورکړې ده. د اړوندو چارواکو د معلوماتو له مخې، د دغو وروستیو سېلابونو تر اوسه ثبت سوی مالي زیان شاوخوا ۳۵ میلیونه امریکایي ډالرو ته رسېږي.

افغانستان د هغو هېوادونو له ډلې څخه دی چې د نړیوال اقلیم بدلون له اغېزو تر ټولو زیات زیان ویني، سره له دې چې افغانستان د نړۍ د ګازونو په تولید کې هېڅ د پام وړ ونډه نه ده لرلې. په وروستیو کلونو کې په دغه هېواد کی سخت بارانونه، سېلابونه، وچکالۍ او نور د اقلیم له بدلون سره تړلي طبیعي ناورینونه  په څرګند ډول زیات سوي دي.

د دغو پېښو له امله یوازې په څو کلونو کې سلګونو انسانانو، چې ماشومان، ښځې او سپین‌ږیري هم پکښې شامل دي، خپل ژوند له لاسه ورکړی دی. ګڼ شمېر نور ټپیان سوي دي. زرګونه کورونه، زیات شمیر دوکانونه، ښوونځي، روغتونونه، سړکونه، پلونه او کرنیزې ځمکې ویجاړې سوې یا سختې زیانمنې سوې دي. د ګڼ شمېر کورنیو د څارویو له منځه تګ هم د هغوی اقتصادي وضعیت لا پسې خراب کړی دی.

 سربیره پر دی، افغانستان له ۴۷ کلونو راهیسې د جګړو، شخړو او دوامدارې بې‌ثباتۍ له ناوړه پایلو سره مخ دی. میلیونونه خلک له بېوزلۍ، لوږې، خوارځواکۍ، ناروغیو، بې‌کارۍ او بې‌ځایه کېدو سره مخامخ دي. پرله‌پسې زلزلې، سېلابونه او نور طبیعي ناورینونه د هېواد بشري وضعیت لا پسې کړکېچن کړی دی.

د څو لسیزو جګړو، اقتصادي ستونزو او تکراري طبیعي ناورینونو د افغانستان د خلکو لویه برخه د بېوزلۍ تر کرښې لاندې ژوند کولو ته اړ کړې ده. ډېر خلک له سختې خوارځواکۍ، د روغتیايي خدمتونو له نشتوالي او د راتلونکي له بې‌هیلۍ سره مخ دي.

ډېر خلک د دې وس نه لري چې د درملنې لګښتونه، اړین درمل او کافي خوراکي توکي برابر کړي. ګڼ شمېر ښځو د اوږدو جګړو له امله خپل مېړونه له لاسه ورکړي او د مناسب عاید له نشتوالي سره سره اړې دي چې خپلې کورنۍ په خورا سختو شرایطو کې وساتي. همدارنګه، ډېرو کورنیو د طبیعي ناورینونو له امله خپل کورونه او د ژوند ټولې سرچینې له لاسه ورکړې دي.

د افغانستان خلک د نړیوال اقلیمی بدلون هېڅ مسئولیت نه لري، خو بیا هم همدوی هغه خلک دي چې د دې بدلون تر ټولو سختې او مستقیمې اغېزې زغمي.

له همدې امله موږ په کلکه له «جی ۲۰»  هېوادونو، ملګرو ملتونو، نړیوالو مالي بنسټونو او د نړۍ له ټولو هېوادونو غوښتنه کوو چې د نړیوالې همکارۍ او بشري همدردۍ له مخې له افغانستان سره هر اړخیزه او دوامداره مرسته وکړي. په ځانګړې توګه لاندې اقدامات اړین دي:

د زیانمنو خلکو لپاره پراخې او بېړنۍ بشري مرستې؛
د ویجاړو سوو کورونو او بنسټیزو زیربناوو د بیا رغونې لپاره مالي ملاتړ؛
د اقلیم پر وړاندې د مقاومت لرونکو زیربناوو په جوړولو او د اقلیمی بدلون سره د تطابق په پروګرامونو کې پانګونه؛
د کرنې او د خوړو د خوندیتوب پیاوړتیا؛
د اقلیمی بدلون د اغېزو پر وړاندې د خلکو د مقاومت او چمتووالي د لوړولو لپاره اوږدمهاله پروګرامونه.

نړیواله ټولنه ګډ مسئولیت لري چې په ځانګړې توګه له هغو هېوادونو ملاتړ وکړي چې د اقلیمی بدلون په رامنځته کولو کې یې تر ټولو لږه ونډه لرلې، خو د هغې تر ټولو سختې پایلې زغمي.

له همدې امله، موږ له تاسو په درنښت او ټینګه غوښتنه کوو چې د افغانستان له خلکو سره په دې سختو شرایطو کې د خواخوږۍ، نړیوال پیوستون، عملي او سخاوتمندانه مرستو له لارې اوږه په اوږه ودرېږئ.

Appeal to the G20 Countries and the United Nations – The People of Afghanistan Bear No Responsibility for Global Climate Change

Dear Sir or Madam,
Distinguished Representatives of the G20 Countries,
Distinguished Members of the International Community,

Through this letter, we wish to draw your attention to the devastating consequences of climate change in Afghanistan and, at the same time, appeal to your humanitarian responsibility.

On 20 and 21 July 2026, the Afghan provinces of Nuristan, Nangarhar, and Laghman were struck by exceptionally heavy rainfall and devastating floods. The city of Parun in Nuristan Province was particularly hard hit. This natural disaster resulted in numerous fatalities, injuries, and widespread destruction.

According to the reports available so far, more than 40 people lost their lives, over 80 were injured, and more than 100 people remain missing. Search and rescue operations are still ongoing. In addition, a large number of livestock perished as a result of the flooding.

Numerous homes, shops, hotels, and both public and private facilities were completely destroyed or severely damaged. Vehicles were swept away by the floodwaters. Vast areas of farmland and agricultural land were devastated, causing many families to lose their harvests and, with them, their primary source of livelihood. According to the relevant authorities, the estimated damage caused by these floods currently amounts to approximately US$35 million.

Afghanistan is among the countries most severely affected by the consequences of global climate change, despite having made virtually no significant contribution to global greenhouse gas emissions. In recent years, extreme weather events such as torrential rainfall, floods, droughts, and other climate-related disasters have become increasingly frequent.

Within just a few years, these events have claimed the lives of hundreds of people, including many children, women, and elderly persons. Many more have been injured. Thousands of homes, as well as numerous businesses, schools, hospitals, roads, bridges, and agricultural lands, have been destroyed or severely damaged. The loss of large numbers of livestock has further worsened the economic situation of countless families.

The situation is compounded by the fact that Afghanistan has endured nearly 47 years of war, conflict, and prolonged instability. Millions of people are affected by poverty, hunger, malnutrition, disease, unemployment, and displacement. Recurrent earthquakes, floods, and other natural disasters continue to aggravate an already dire humanitarian situation.

Decades of conflict, economic hardship, and recurring natural disasters have pushed a significant portion of the population below the poverty line. Many people suffer from severe malnutrition, inadequate access to healthcare, and a lack of prospects for the future.

Countless people do not have the financial means to pay for medical treatment, essential medicines, or sufficient food. Many women have lost their husbands as a result of decades of conflict and are now forced to support their families under extremely difficult circumstances without adequate sources of income. At the same time, many families have lost their homes and their entire means of livelihood due to natural disasters.

The people of Afghanistan bear no responsibility for global climate change. Yet they are among those who suffer its consequences most severely and most directly.

For this reason, we urgently appeal to the G20 countries, the United Nations, international financial institutions, and all nations of the world to provide Afghanistan with comprehensive and sustainable support in the spirit of international solidarity. In particular, we call for:

  • generous emergency humanitarian assistance for the affected population;
  • financial support for the reconstruction of destroyed homes and critical infrastructure;
  • investment in climate-resilient infrastructure and measures to strengthen climate adaptation;
  • support for agriculture and food security; and
  • long-term programmes to enhance resilience to the impacts of climate change.

The international community shares a collective responsibility to support those countries that have contributed the least to climate change yet suffer its consequences the most.

We therefore respectfully and earnestly urge you to stand with the people of Afghanistan during this difficult time by demonstrating compassion, solidarity, and concrete, generous assistance.
