Financial Assistance for the Victims of the Pakistani Airstrikes in the Afghan Provinces of Kunar, Paktia, and Paktika

On 28 June 2026, the Pakistani military once again violated Afghan airspace and carried out airstrikes in the Afghan provinces of Kunar, Paktia, and Paktika. The attacks resulted in the deaths and injuries of numerous civilians.

According to the United Nations Assistance Mission in Afghanistan (UNAMA), at least 28 civilians were killed and 49 others were injured during the Pakistani airstrikes of 28 June 2026. Among the victims were women and children. Several of the injured were reported to be in critical condition, raising concerns that the death toll could increase.

UNICEF and the Delegation of the European Union to Afghanistan stated on their X accounts that they were deeply concerned by reports of children who had been killed or injured. Together with the United Nations, they were conducting a comprehensive assessment of the consequences of the attacks. Both organizations emphasized that international humanitarian law must be respected at all times. Civilians and civilian infrastructure must never be targeted in military operations, and children, in particular, must receive special protection.

The spokesperson for the Taliban administration, Zabihullah Mujahid, stated that at least 36 civilians were killed and 163 others were injured in the airstrikes. According to his statement, Pakistani military aircraft bombed residential areas in several parts of the provinces of Paktia, Paktika, and Kunar. At least three residential houses were completely destroyed.

The heaviest casualties were reported in Tsamkani District (Paktia Province). During the first strike, an elderly man and a child were killed. When local residents gathered to assist the injured, the same location was struck again, killing an additional 28 people and injuring approximately 158 others.

In Giyan District (Paktika Province), an airstrike hit the home of a civilian, killing six people, most of them women and children. In Manora District (Kunar Province), another residential house was completely destroyed. In addition, approximately 30 livestock animals were killed.

We extend our deepest condolences to the families of those who lost their lives and wish all those who were injured a swift and complete recovery.

To support the population affected by the Pakistani airstrikes in the provinces of Kunar, Paktia, and Paktika, the following financial assistance shall be provided from the state treasury:

• The families of those who lost their lives as a result of the Pakistani bombardment shall receive compensation of US$ 5,000 for each deceased person.
• Seriously injured persons shall receive financial assistance of US$ 2,000 per person.
• Owners of completely destroyed residential houses shall receive US$ 3,000 for each destroyed house.
• Owners of completely destroyed shops shall receive US$ 2,000 for each destroyed shop.
• Owners of vehicles destroyed as a result of the Pakistani airstrikes shall receive US$ 2,000 for each vehicle.
• Owners of destroyed agricultural land shall receive financial assistance of 5,000 Afghanis per hectare.
• Owners of livestock that perished as a result of the bombardment shall receive compensation of US$ 60 per animal.

We request the relevant authorities to provide immediate emergency assistance to the families affected by the Pakistani airstrikes in the provinces of Kunar, Paktia, and Paktika. Such assistance should include, in particular, emergency shelters (tents), food, safe drinking water, medical care, including treatment by healthcare professionals and essential medicines, as well as other urgently needed humanitarian relief supplies.
