محترمو آغلو او ښاغلو
پاکستاني جنګي مجرمانو یو ځل بیا د ۲۰۲۶ کال د سپتمبر د ۲۴مې نېټې په شپه کی د افغانستان پر خاوره بمباری وکړل او د کندهار، پکتیا او خوست په ولایتونو کې یې پر لسو سیمو بریدونه ترسره کړي دي. د راپورونو له مخې، په دغو بریدونو کې څلور بېګناه کسان وژل سوي دي.
پاکستان تر اوسه لږ تر لږه ۱۵ ځله د افغانستان هوايي حریم نقض کړی دی او پر افغان خاوره یې پراخ هوايي بریدونه ترسره کړي دي. سربېره پر دې، پاکستاني پوځ په تېرو څو لسیزو کې د افغانستان پر خاوره له ۷۰۰ څخه ډېر بریدونه کړي دي، چې په هغو کې جنګي الوتکې، بېپیلوټه الوتکې، توغندي، هاوانونه او توپونه کارول سوې دي.
په پورته یادو سوو بریدونو کې ګڼ شمېر استوګنیز کورونه، ښوونځي، پوهنتونونه، روغتونونه، دوکانونه، کرنیزې ځمکې او نور ملکي تاسیسات ویجاړ یا زیانمن سوي دي. ګڼ شمېر بېګناه انسانانو، چې په هغوی کې ماشومان، ښځې، زاړه کسان او امیندواره ښځې هم شاملې دي، خپل ژوند له لاسه ورکړی یا ټپیان سوي دي. د خلکو ګڼ شمېر څاروي هم په دغو بریدونو کې وژل سوي دي.
ډېر بریدونه د شپې ترسره سوي دی، هغه مهال چې د پیښی قربانیان د خوب په حالت کی وه. همدارنګه ښځې د ورځنیو کارونو لکه پخلي او جامو مینځلو پر مهال وژل سوې یا ټپیانې سوې دی، او ماشومان د لوبو پر مهال د دغو بریدونو قرباني سوي دي. د پاکستان دجنایتکاره پوځ پرلهپسې بریدونو خلک له بېرې او ناامنۍ سره مخ کړي دي. ګڼې کورنۍ اړې سوې چې خپل کورونه پرېږدي او شپی دباندې، ځینی وختونه تر باران لاندې تېری کړي
موږ د ۲۰۲۶ کال د سپتمبر په ۲۲مه تاسو ته د کونړ او پکتیکا پر ولایتونو د پاکستاني هوايي بریدونو په اړه شکایت کړی وو. د تازه راپورونو له مخې، په دغو بریدونو کې څلور ملکي وګړي وژل سوي او درې نور ټپیان سوي وه، چې په هغوی کې ښځې هم شاملې وې.
خو داسې ښکاري چې پاکستاني واکمنانو له خپلو تېرو وحشیانه کړنو څخه هېڅ عبرت نه دی اخیستی. د پښېمانۍ د څرګندولو، د بخښنی د غوښتلو او د بریدونو د درولو پر ځای، هغوی پر ملکي وګړو خپلو بمباریو ته دوام ورکړی دی. دا یو ځل بیا ښيي چې دیکتاتوران له خپلو جرمونو څخه عبرت نه اخنی.
د ډیورنډ کرښې دواړو غاړو ته د لوی افغانستان پر بېګناه خلکو د پاکستان بمبارۍ او بریدونه په هېڅ ډول د منلو وړ نه دي.
پاکستاني واکمنان پر افغانستان دغه بریدونه، له نورو موخو سره یوځای، د دې لپاره ترسره کوي چې پر افغانستان فشار راوړي او هغه دې ته اړ کړي چې د دوی ۷ ناقانونه غوښتنې ومني.
لکه څنګه چې زموږ په تېرو لیکونو کې هم یادونه کړې ده، د پاکستان ۷ غوښتنې په لاندې ډول دي
لومړی: پاکستان غواړي چې د ډیورنډ کرښه د رسمي پولې په توګه ومنل سي. خو موږ هېڅکله د دې کرښې له امله د خپل ولس او خاورې وېش نه سو منلی او نه به یې ومنو. له همدې امله، دا غوښتنه په کلکه ردوو
دوهم: پاکستان غواړي چې افغانستان له هندوستان سره خپلې اړیکې پرې کړي. خو هندوستان د پېړیو راهیسې د افغانستان یو باوري شریک او ښه ملګری دی او تل یې زموږ د افغانستان سره بې له کوم شرطه بشري مرستې کړې دي. ځکه نو د پاکستان دا غوښتنه هم بالکل ردوو
درېم: پاکستان غواړي چې د افغانستان بهرنۍ پالیسي دی د پاکستان تر اغېز لاندې وي. یعنی زموږ بهرنی سیاست دی د پاکستان په خوښه وی دا غوښتنه زموږ د ملی حاکمیت خلاف ده، ځکه نو د پاکستان دا غوښتنه هم په کلکه ردوو
څلورم: پاکستان هڅه کوی چی د افغانستان د واخان دهلېز تر خپل کنترول لاندی راولي. موږ په څرګنده وایو چې د خپلې خاورې هېڅ برخه — حتی یو سانتي متر — هیڅ چاته نه ورکوو
پنځم: پاکستان غواړي چې افغانستان یوازې تر ۶۰ زرو سرتېرو پورې محدود یعنی کمزوری پوځ ولري. دا غوښتنه هم په کلکه ردوو

شپږم: پاکستان غواړي چې افغانستان د کونړ پر سیند بند جوړ نه کړي. خو کونړ زموږ سیند دی، او هیڅ څوک موږ په خپل هېواد کې د بندونو د جوړولو څخه منع کولای نسی. د پاکستان دا غوښتنه هم د منلو وړ نه ده او په بشپړه توګه یی ردوو
اووم: پاکستان غواړي د افغانستان د طبیعي زیرمو په برخه کی امتیازات تر لاسه کړي او د طبیعي زیرمو تړونونه باید د پاکستان په خوښه تر سره سی. دا یو بې شرمانه غوښتنه ده او موږ یې هېڅکله نه منو
د پاکستان غوښتنې ناقانونه دي. موږ په څرګنده توګه اعلان کوو چې افغان ولس به هېڅکله د پاکستان پر وړاندې پر ګونډو نه سي او یادې سوې غوښتنې او شرایط به ونه مني.
له بلې خوا، د ډیورنډ کرښې هاخوا، له څو لسیزو راهیسې په بلوچستان او پښتونخوا کې خلک د بېلابېلو ظلمونو او تاوتریخوالي سره مخ دي. هغه کسان چې د خپلو حقونو او آزادۍ د غوښتلو لپاره خپل ږغ پورته کوي، د بشري حقونو د سازمانونو د راپورونو له مخې، نیول کېږي، شکنجه کېږي، وژل کېږي یا په جبري توګه بېدرکه کېږي. په دې تړاو ډیر فعالان بندیان سوی دی لکه اغلې ډاکټره ماهرنګ بلوڅ، اغلې بېبو بلوڅ، اغلې ګلزادي بلوڅ، ښاغلی بېبرګ زهري، ښاغلی شاه جي صبغت الله، ښاغلی علي وزیر او داسی نور ډیر کسان.
له همدې امله په بلوچستان، پښتونخوا او کشمیر کې خلکو پاڅون کړی دی، ځکه هغوی نور نه غواړي د پاکستان تر ظالمانه واکمنۍ لاندې ژوند وکړي او د خپلې آزادۍ او خپلو حقونو غوښتنه کوي.
د پاکستان د هوايي بریدونو او پر افغان خاوره د بمباریو یو بل لامل دا دی چې په بلوچستان، پښتونخوا او کشمیر کې هغه خلک وبېروي چې د پاکستاني دیکتاتورانو پر وړاندې راپاڅېدلي دي. په ورته وخت کې، د پاکستان موخه دا هم ده چې په سند کې خلک وبېروي، څو هغوی هم د پاکستان د رژیم پر وړاندې مقاومت ونه کړي.
پاکستان له ډیرو کلونو راهیسې هڅه کوی چی د درواغو اوغلطو څرګندونو له لارې نړیواله ټولنه وغولوی؛ ځکه نود خپلو ترهګریزو کړنو ملامتی پر افغانستان اچوې، افغانستان د ترهګرو د پناهګاه په توګه معرفي کوي او ادعا کوي چې ترهګر له افغانستان څخه پاکستان ته ځي، خو حقیقت دادی چی پاکستان له ډیرو کلونو راهیسې تر ۳۰ څخه زیاتې وسلهوالې او ترهګرې ډلې روزي، چې یوه د هغو څخه د داعش خراسان ډله ده، پاکستان د دغو ډلو مالی او پوځی ملاتړ کوي او د سیمې د بېثباته کولو ترڅنګ یې د ستراتیژیکو او سیاسي موخو لپاره کاروي
د دې حقیقت یوه بېلګه د پاکستان د پخواني بهرنیو چارو وزیر بلاول بوټو زرداري هغه څرګندونه ده چې د ۲۰۲۳ کال د فبرورۍ په ۱۸مه یې د جرمنی د مونیخ د امنیتي کنفرانس پر مهال کړې وه. هغه ویلي وه چې په افغانستان کې طالبان د داعش له ترهګرو څخه په استفادې سره ماتې خوړلی سي.د بلاول بوټو زرداري دغه خبره, په نورو هېوادونو کې د ستراتیژیکو موخو لپاره د ترهګرو ډلو په روزنه او کارولو کې د پاکستان رول څرګندوي
موږ له ملګرو ملتونو او د هالینډ په هاګ کې د جرمونو له نړیوالې محکمې څخه په کلکه غوښتنه کوو چې پاکستاني جنګي مجرمان او مسؤل دیکتاتوران ونیسي او د نړیوالو قوانېنو له مخې یی د ترسره سوو جرمونو په تړاو محاکمه کړی

Petition to the International Community, the United Nations, and the International Criminal Court
Dear Sir or Madam,
Pakistani war criminals once again violated the territory of Afghanistan during the night of September 24, 2026, and carried out attacks on ten areas in the provinces of Kandahar, Paktia, and Khost. According to initial reports, four innocent people were killed.
Pakistan has already violated Afghan airspace at least 15 times and carried out major airstrikes against Afghan territory. In addition, over the past several decades, the Pakistani military has carried out more than 700 attacks on Afghan territory, using, among other things, fighter jets, drones, missiles, mortars, and artillery.
In the attacks mentioned above, numerous residential buildings, schools, universities, hospitals, shops, agricultural areas, and other civilian facilities were destroyed or damaged. Numerous innocent people, including infants, children, women, elderly people, and pregnant women, lost their lives or were injured. Livestock were also killed.
Many attacks took place at night while families were sleeping. Women were killed or injured while carrying out everyday activities such as cooking or washing, while children became victims of attacks while playing. The continuing attacks have left the population living in fear and insecurity. Many families were forced to leave their homes and temporarily spend nights outdoors in the rain and without adequate shelter.
We had already complained to you on September 22, 2026, about the Pakistani airstrikes on the provinces of Kunar and Paktika, in which, according to current reports, four civilians were killed and three others were injured, including women.
However, it appears that the Pakistani authorities have drawn no consequences from their previous brutal actions. Instead of expressing remorse and ending the attacks, they have continued their bombardment of the civilian population. This once again demonstrates that dictators apparently do not learn from their crimes.
Pakistan's bombings and attacks against innocent people in Afghanistan, as well as against the population on both sides of the Durand Line, are completely unacceptable.
The Pakistani authorities are carrying out these attacks against Afghanistan, among other reasons, with the aim of putting pressure on Afghanistan and forcing it to accept their seven unlawful demands.
As already mentioned in our previous letters, Pakistan's seven demands are as follows:
First: Pakistan demands recognition of the Durand Line as the official border. We can and will never accept the division of our Afghan people and our territory caused by this line. We firmly reject this demand.
Second: Pakistan demands that Afghanistan sever its relations with India. However, India has been a reliable partner and good friend of Afghanistan for centuries and has repeatedly provided humanitarian assistance without demanding anything in return. We reject this demand as well.
Third: It is demanded that Afghanistan’s foreign policy be placed under Pakistani influence. This contradicts our sovereignty and is therefore explicitly rejected.
Fourth: Pakistan demands the cession of the Wakhan Corridor. We state unequivocally that we will not give up any part of our territory—not a single centimeter.
Fifth: According to Pakistan’s vision, Afghanistan should maintain only a very limited army of no more than 60,000 soldiers. We categorically reject this demand.
Sixth: Pakistan is attempting to prevent Afghanistan from building a dam on the Kunar River. The Kunar is our river, and we will not allow anyone to forbid us from constructing a dam within our own country. This demand is completely unacceptable and is firmly rejected.
Seventh: Pakistan is attempting to claim the right to decide over Afghanistan’s natural resources and to determine with whom related contracts may be concluded. This is an outrageous demand that we cannot and will not accept under any circumstances.
Pakistan's demands are unlawful. We state unequivocally that the Afghan people will never bow before Pakistan and will not accept the aforementioned demands and conditions.
On the other side of the Durand Line, the population of Balochistan and Pashtunkhwa has been subjected to various forms of repression and violence for decades. According to reports by human rights organizations, people who raise their voices to demand their rights and freedom are arrested, tortured, killed, or forcibly disappeared. Among the known activists mentioned in this context are Dr. Mahrang Baloch, Ms. Beebow Baloch, Ms. Gulzadi Baloch, Mr. Bebarg Zehri, Mr. Shah Jee Sibghat Ullah, and Mr. Ali Wazir.
For this reason, people in Balochistan, Pashtunkhwa, and Kashmir have risen up because they no longer wish to live under tyrannical rule and are demanding their freedom and rights.
Another reason for Pakistan’s airstrikes and bombardments on Afghan territory is to intimidate the people of Balochistan, Pakhtunkhwa, and Kashmir, who have risen up against the Pakistani dictators. At the same time, these attacks are intended to instill fear among the people of Sindh so that they, too, will refrain from resisting the Pakistani regime.
For years, Pakistan has attempted to influence the international community through misleading portrayals, scapegoating Afghanistan and claiming that terrorists are entering Pakistan from Afghan territory.
For several years, Pakistan has reportedly trained, supported, and used more than 30 militant and terrorist organizations, including IS-Khorasan, for strategic and political purposes and as instruments to destabilize the region.
An alarming example cited in support of this claim is a statement made by former Pakistani Foreign Minister Bilawal Bhutto Zardari during the Munich Security Conference on 18 February 2023. He stated that the Taliban in Afghanistan could be fought with the help of IS terrorists. This remark raises serious concerns about Pakistan’s alleged role in training and deploying terrorist groups for strategic purposes in other countries.
We urgently appeal to the United Nations and the International Criminal Court in The Hague to investigate war crimes and other violations of international law by those responsible in Pakistan and to take action against Pakistani war criminals and those responsible for these crimes, and to hold them accountable for violations of international law.
