On behalf of the entire Afghan people, we welcome the decision of the International Criminal Court in The Hague and the issuance of arrest warrants against the Taliban ministers.

Dear Sir or Madam,

On behalf of the entire Afghan people, we welcome the decision of the International Criminal Court in The Hague and the issuance of arrest warrants against the Taliban ministers.

On 5 October 2026, we learned through media reports that the International Criminal Court (ICC) in The Hague had issued arrest warrants against two senior Taliban ministers: Habibullah Agha, the Taliban Minister of Education, and Neda Mohammad Nadeem, the Taliban Minister of Higher Education.

According to the reports, the Court accuses both ministers of crimes against humanity in the form of gender persecution, as well as the systematic exclusion and deprivation of the rights of women and girls.

On behalf of the entire Afghan people, we expressly welcome the decision of the International Criminal Court in The Hague and the issuance of arrest warrants against the two aforementioned Taliban ministers.

The educational restrictions imposed by the Taliban have deprived millions of Afghan girls and women of their fundamental rights. Girls are prohibited from continuing their education beyond the sixth grade, effectively preventing them from attending secondary school. Women and girls have also been excluded from access to universities and higher education institutions.

This policy has severe consequences for the future of an entire generation. Afghan girls are prevented from continuing their education and from pursuing professions such as doctors, teachers, civil servants, engineers, nurses, and many other professions.

At the same time, this policy causes enormous harm to Afghan society as a whole. Afghanistan urgently needs well-educated women, particularly in healthcare, education, and public administration. The exclusion of women and girls from education and employment therefore further aggravates the already difficult situation in the country and threatens its future development. In our view, the two Taliban ministers have thereby committed a grave betrayal of the Afghan people and of the interests of Afghanistan.

Furthermore, we would like to emphasize that, in Islam, education is regarded as an obligation for both women and men and holds a high level of importance. The systematic exclusion of girls and women from education is therefore not only contrary to fundamental human rights but also, in our view, contrary to the principles of Islam.

Those responsible for this policy must therefore be held accountable. The deprivation of the rights of millions of Afghan women and girls must not go without consequences.

Furthermore, we have learned from media reports that Neda Mohammad Nadeem, the Taliban Minister of Higher Education, allegedly slapped a student during a visit to a higher education institution without apparent justification because the student was wearing a red-and-black cap.

We appeal to the international community to protect the rights and dignity of Afghan women and girls and to support their right to education, employment, and participation in society.

Yours faithfully,
