Petition to the International Community, the United Nations, and the International Criminal Court in The Hague: A World Turned Upside Down!

نړیوالې ټولنې، ملګرو ملتونو او په هاګ کې مېشتې نړیوالې جزايي محکمې ته عریضه: نړۍ سرچپه سوې ده
 
محترمو آغلو او ښاغلو
 
کله چی د پاکستان واکمنان پخپله ترهګر وي، نو بیا څنګه کولای سو په دوی باور وکړو چې دوی له ترهګرۍ سره مبارزه کوي؟
موږ په وار وار د خبرونو له لارې خبر سوي یو چې پاکستاني جنګي مجرمان د بهرنیو دولتونو په امر عمل کوي، څو په لوی افغانستان کې د ډیورنډ کرښې دواړو غاړو ته ګډوډۍ او بې‌ثباتۍ رامنځته کړي
.
د ۱۹۷۰مې او ۱۹۸۰مې لسیزې وختونه تېر سوي دي. په نننۍ زمانه کې د معلوماتي او مخابراتي ټکنالوژیو د پرمختګ له امله ډېرې پېښې او فعالیتونه تعقیب  کېدای سي او په عامه توګه افشا کېدای سي

د پاکستان پوځي استخباراتي اداره، آی اېس آی، له ۳۰ څخه د زیاتو ترهګرو ډلو روزنه او ملاتړ کوي، چې په دغو ډلو کې د داعش خراسان څانګه هم شامله ده. د داعش خراسان ډلې له «جبهه مقاومت» سره په ګډه په افغانستان کې ګڼ ترهګریز بریدونه ترسره کړي دي
بېلابېلې ترهګرې ډلې افغانستان، هند او نورو هېوادونو ته استول کېږي، څو هلته ترهګریز بریدونه ترسره کړي
 
موږ مخکې څو ځله ملګرو ملتونو ته د پورته یادو سوو ترهګرو ډلو لېست سپارلی دی. دغه لېست یو ځل بیا له دې لیک سره ضمیمه کوو.
 
په پاکستان کې د ترهګرۍ زیربنا څوک تمویلوي؟
 
د ګڼو وسله‌والو ډلو د روزنې او ملاتړ لپاره د یوې زیربنا جوړول او ساتل میلیاردونه لګښتونه غواړي. له همدې امله، دا یوه جدي او بېړنۍ پوښتنه ده: دغه زیربنا څوک تمویلوي، او کوم دولتونه، سازمانونه یا نورې خواوې یې ملاتړ کوي؟
موږ غوښتنه کوو چې د تمویل سرچینې، ښکېلې مالي شبکې او هغه اشخاص او بنسټونه په هر اړخیزه توګه وڅېړل سي چې د دغو فعالیتونو د تمویل مسؤلیت لري

طالبان څنګه افغانستان ته راغلل؟
 
طالبان له اسمانه افغانستان ته نه دي راکښته سوي؛ بلکې له پاکستان څخه افغانستان ته استول سوي دي. د هغوی روزنه، سازماني جوړښت او فعالیتونه له پاکستان سره نږدې تړلي وه.
د طالبانو ډېری کم‌عمره ځوانان د بېوزلو کورنیو څخه وه. له دغو ځوانانو څخه ګڼ کسان د پاکستان د تبلیغاتو تر اغېز لاندې راغلل، په ایډیالوژیک ډول تلقین سول او د هغو پاکستاني مفتيانو، ملایانو او مولویانو، له خوا د هدفي فکري مینځلو (مغز شویی) او افراطي کولو ښکار سول چې د پاکستان له پوځي استخباراتي ادارې،  (آی ایس آی)، سره همکاري کوي

د دیني چارواکو رول او د دین وسیله ګرځول او ناوړه ګټه ترې اخیستل
 
د پاکستان له ۹۰ سلنې څخه زیات هغه مفتيان چې دیني فتواوې صادروي، د پاکستان له پوځي استخباراتي ادارې، آی اېس آی، سره همکاري کوي. په دوی کې مفتي عبدالرحیم او طاهر اشرفي هم شامل دي.

د پاکستان ډېری دیني چارواکو، لکه مفتيانو، ملایانو او مولویانو، د کلونو په اوږدو کې د پاکستان د پوځي استخباراتي ادارې، آی اېس آی، په امر ناسم دیني تبلیغات او فتواوې خپرې کړې دي. دغو تبلیغاتو او فتواوو د تاوتریخوالي د توجیه کولو او د ځوانانو د افراطي کولو په برخه کې پراخه ونډه درلودل

د دې بهیر پایلې ویجاړوونکې وې: په افغانستان کې بې‌شمېره بې‌ګناه انسانانو خپل ژوند له لاسه ورکړ، چې په هغوی کې شیرخوره ماشومان، کوچنیان، ښځې، سپین‌ږیري او امیندواره ښځې هم شاملې وې

تر ټولو د اندېښنې وړ خبره دا ده چې د (آی ایس آی) سره همکاره مفتيانو، ملایانو او مولویانو، دیني استدلالونه ناوړه استعمالول، تحریف کول او په قصدي توګه یی د دې لپاره کارول چې ځوانان جګړې او ځانمرګو بریدونو ته وهڅوي.
په عین وخت کې، دا پوښتنه هم راپورته کېږي چې ولې همدغه دیني چارواکي او مفتيان د پاکستان د واکمنانو پر وړاندې په ورته قاطعیت اقدام نه کوي؛ یعنې د هغو «۴۰ کرایه سوو غلامانو» پر وړاندې چې د انګرېزانو په خدمت کې دي، په فساد کې ښکېل دي، د پاکستان له دولتي خزانې څخه یې میلیاردونه پیسې غلا کړې دي او د پاکستان د بیت المال په پیسو د عیش‌ونوش ژوند کوي چې رنګارنګ عیاشی, شراب چیښل او داسی نور پکښی شامل دی
 
ویل کېږي چې له پاکستاني پوځي استخباراتي ادارې، آی اېس آی، سره همکارو مفتيانو هغو ځوانانو ته، چې ډېری یې د بېوزلو کورنیو څخه وه، داسی تبیلغات کړی وه چې له مرګ وروسته به جنت ته ځي؛ هلته به د شاتو او شیدو ویالې بهېږي او که د مفتيانو، ملایانو او مولویانو لارښوونې ومني، په جنګ یا ځانمرګو بریدونو کی ووژل سی نو د جنت دروازی به ور ته خلاصې سی او هلته به ۷۲ ښکلی پېغلی یعنی حوری د انعام په توګه ورکول سې
.
سربېره پر دې، ویل کېږي چې دغه ځوانان دې ته هڅول کیدل چې امریکایان، د لوېدیځ هېوادونو وګړي، هنديان او روسان کافران وګڼي او باور وکړي چې د دغو خلکو وژل به هغوی جنت ته ورسوي.
په دې توګه، ویل کېږي چې ګڼ ځوانان وغولول سول او جګړې ته وهڅول سول، خپل ژوند یې د جګړې په ډګر کې له لاسه ورکړ یا یې ځانمرګي بریدونه ترسره کړل
.
خو د پاکستان ۴۰ غلو او ډاکوګانو، چې دا ډول تبلیغات یې خپرول،  حاضر نه وه چی د جنت او حورو لپاره پخپله، د دوی ماشومان او کورنۍ یې په جګړو یا ځانمرګي بریدونو کی خپل ژوند دلاسه ورکړی. په داسی حال کی چی د بیوزلو کورنیو کم عمره ځوانان یی غولول  او جګړې ته هڅول، دا پاکستاني جنګي مجرمانو له خپلو ماشومانو او کورنیو سره په عیش‌ونوش او هوساینه کې ژوند کاوه

نړیوالو بنسټونو ته زموږ غوښتنې
 
موږ مخکې څو ځله ملګرو ملتونو او نړیوالې جزايي محکمې ته په لیکلې بڼه مراجعه کړېده او د هغو کسانو د جزايي تعقیب غوښتنه مو کړې ده چې د ډیورنډ کرښې دواړو غاړو ته د جنګي جنایتونو او د افغان ولس د بې‌ګناه وګړو د وژلو په هکله پلټنه وکړي.
خو تر اوسه پورې موږ د دوی له خوا خپلو پرله‌پسې غوښتنو ته کوم ځواب نه دی ترلاسه کړی
 
موږ یو ځل بیا په خورا جدي او بېړني ډول له نړیوالې ټولنې، ملګرو ملتونو او نړیوالې جزايي محکمې څخه غوښتنه کوو چې په پاکستان کې د جنګي جنایتونو مسؤل کسان حساب ورکولو ته اړ کړي
په دغو کسانو کې په ځانګړې توګه هغه کسان شامل دي چې د ډیورنډ کرښې دواړو غاړو ته په لوی افغانستان کې د میلیونونو بې‌ګناه انسانانو د وژلو مسؤلیت لري. په قربانیانو کې شیرخوره ماشومان، کوچنیان، سپین‌ږیري، امیندواره ښځې او ګڼ نور ملکي وګړي شامل دي
 
موږ له نړیوالې ټولنې غوښتنه کوو چې د عدالت او د ملکي وګړو د ژوند د ساتنې اصولو ته درناوی وکړي. هېڅ دولت، هېڅ بنسټ، هېڅ سازمان او هېڅ شخص باید له قانون څخه پورته ونه ګڼل سي
 
قربانیان او د هغوی کورنۍ د عدالت غوښتلو حق لري. نړیواله ټولنه باید ډاډ ترلاسه کړي چې د درنو جرمونو تورونه په بې‌طرفه توګه وڅېړل سي او مسؤل کسان محاکمه سي

Petition to the International Community, the United Nations, and the International Criminal Court in The Hague: A World Turned Upside Down!

 
Dear Sir or Madam,
 

1. The Contradiction Between Combating Terrorism and Supporting Terrorist Activities

If those in power in Pakistan are themselves linked to terrorist activities, how can they credibly claim to combat terrorism?
 
We have repeatedly learned from news reports that Pakistani war criminals are acting on behalf of foreign states to foment unrest in Greater Afghanistan on both sides of the Durand Line.
 
The days of the 1970s and 1980s are over. In today's world, modern information and communication technologies make it possible to trace many activities, document them, and bring them to public attention.
 
Pakistan's military intelligence agency, the Inter-Services Intelligence (ISI), is alleged to train and support more than 30 terrorist groups, including the Islamic State Khorasan Province (IS-Khorasan). This group, together with Jabha Muqawamat, has reportedly carried out several terrorist attacks in Afghanistan.
 
Various terrorist groups are allegedly sent to Afghanistan, India, and other countries to carry out terrorist attacks.
 
We have already submitted a list of the aforementioned terrorist groups to the United Nations on several occasions. We are attaching this list to this letter once again.
 

2. Who Finances Pakistan's Terrorist Infrastructure?

Establishing and maintaining an infrastructure for the training and support of numerous armed groups involves costs running into billions. This raises an urgent question: Who finances this infrastructure, and which states, organizations, or other actors provide support for it?
 
We call for a thorough investigation into the sources of funding, the financial networks involved, and the individuals and institutions responsible for financing these activities.
 

3. How Did the Taliban Come to Afghanistan?

The Taliban did not simply appear in Afghanistan out of nowhere. They were sent from Pakistan to Afghanistan. Their training, organization, and activities were closely linked to Pakistan.
 
Most young Taliban fighters came from poor families. Many of these young people were influenced by propaganda, subjected to ideological indoctrination, and radicalized through what we consider deliberate psychological manipulation by religious authorities, including Pakistani muftis, mullahs, and maulanas allegedly working with Pakistan's military intelligence agency, the ISI.
 

4. The Role of Religious Authorities and the Instrumentalization and Abuse of Religion

More than 90 percent of Pakistani muftis who issue religious legal opinions, known as fatwas, cooperate with Pakistan's military intelligence agency, the ISI. Individuals cited in this context include Mufti Abdulrahim and Tahir Ashrafi. We are providing a link below to photographs of several Pakistani muftis. 
 
For years, many Pakistani religious authorities, including muftis, mullahs, and maulanas, have allegedly disseminated false religious propaganda and religious rulings, or fatwas, on behalf of the ISI. Such propaganda and rulings have contributed to the justification of violence and the radicalization of young people.
 
The consequences of this development have been devastating. Countless innocent people in Afghanistan have lost their lives, including infants, children, women, elderly people, and pregnant women.
 
Particularly serious is the alleged abuse, manipulation, and deliberate use of religious arguments to recruit young people for war and suicide attacks.
 
At the same time, an important question arises: Why have these same religious authorities and muftis not spoken out with comparable determination against Pakistan's rulers, the so-called “40 hired slaves of the English”? These rulers are involved in corruption, have embezzled billions from the Pakistani state treasury, and maintain a luxurious lifestyle characterized by hedonism and alcohol consumption at the expense of the Pakistani population.
 
The Muftis cooperating with Pakistan's military intelligence agency, the ISI, persuaded young people, most of whom came from impoverished families, that they would enter paradise after death, where rivers of honey and milk would flow and they would be rewarded with 72 beautiful virgins if they followed the instructions of certain muftis, mullahs, and maulanas.
 
Furthermore, these young people were allegedly encouraged to regard Americans, Western citizens, Indians, and Russians as infidels and to believe that killing them would secure their entry into paradise.
 
In this way, numerous young people were deceived and induced to go to war, lose their lives on the battlefield, or carry out suicide attacks.
 
Yet the so-called 40 thieves and bandits of Pakistan, who promote such beliefs, allegedly ensured that they, their children, and their families were never exposed to the same dangers. While young people were persuaded to pursue what was presented to them as martyrdom, those responsible for war crimes continued to live lives of luxury and indulgence alongside their own children and families.

5. Our Previous Appeals to International Institutions

We have already written to the United Nations and the International Criminal Court on several occasions, calling for the criminal prosecution of those responsible for war crimes and the killing of innocent members of the Afghan people on both sides of the Durand Line.
 
To date, however, we have received no response that we can identify as a substantive reaction to our repeated appeals.
 
Against this background, we address the following urgent questions to you:
 
If the Pakistani individuals whom we accuse of war crimes are misleading you with false information and lies, why do you appear so willing to believe their statements?
 
Are there other reasons why our repeated appeals have so far received no response? Or are you reluctant to take action against those responsible?

6. Our Urgent Appeal

We once again appeal, with the utmost urgency, to the international community, the United Nations, and the International Criminal Court to ensure that those responsible for war crimes in Pakistan are held accountable in accordance with international law.
 
This includes, in particular, those who may be responsible for the killing of millions of innocent people in Greater Afghanistan on both sides of the Durand Line, including infants, children, elderly people, pregnant women, and numerous other civilian victims.
 
We urge the international community to uphold the principles of justice, accountability, and the protection of civilian lives. No state, institution, organization, or individual should be above the law.
 
The victims and their families deserve justice. The international community must ensure that allegations of grave crimes are examined impartially and that those found responsible are held accountable.
